The Sub counties include; Rutoto, Ryeru, Magambo, Kichwamba, Katunguru, Kirugu, Katerera, Katanda and Kyabakara. Town Councils include; Rubirizi and Katerera. The District is constituted of 53 Parishes and 294 Villages.
