Job Description
JOB PURPOSE : To manage aeronautical information precisely, clearly and
concisely to ensure efficiency, timeliness, uniformity and
accuracy of the flow of information necessary for the safety
regularity and efficiency of Air Navigation.

ACCOUNTABILITIES

1. Flight plan
Management
• Receives flight plans delivered physically, or via telephone,
fax and email and ensures their accuracy, completeness,
conformity with ICAO format, and compliance with national
and international regulations.
• Checks whether flight crew have flight permission or military
clearance prior to their operations.
• Ensures flight crew has cleared their aeronautical charge
payments and revenue dues prior to their operations.
• Disseminates flight plans via the Aeronautical Fixed
Telecommunications Network (AFTN), phone and any
other available means to all Air Traffic Control Units,
designated authorities, SAR units (when requested)
including those along the aircraft route of flight to
destination and alternate aerodrome.
• Maintains an up-to-date record of Repetitive Flight Plans.

2 Provision of face-toface Briefing and
Facilitation of selfbriefing to pilots.
• Briefs the air crew on conditions or change in facilities,
services, procedures or hazards operationally significant to
their flights.
• Updates the NOTAM Board and navigation warning
display.
• Distribute Pre-flight Information Bulletins (PIBs).
• Ensures that appropriate Meteorological information from
meteorological department is readily available.
3. NOTAM Management • Receives edits and formats raw data necessary for
promulgation of NOTAM, or TRIGGER NOTAM.
• Promulgates NOTAM or TRIGGER NOTAM and checks for
their validity, completeness, correctness and coherence.
• Disseminates NOTAM, and/or TRIGGER NOTAM both
locally and internationally in accordance with the series via
the Aeronautical Fixed Telecommunications Network
(AFTN) or Automatic Message Handling System (AMHS).
• Collates incoming NOTAM, or TRIGGER NOTAM for
inclusion in the Pre-flight Information Bulletin (PIB)
• Prepares and prints relevant PIB to Pilots for each flight.
4. Coordination • Coordinates with ATS units for purposes of monitoring flight
progress and advises all parties (CFS, Bird Scare,
marshallers, customer care, and aircraft operators)
accordingly.
• Originates and receives aircraft movement and
coordination messages (Departure, Arrival, Delay, Cancel,
Change)
• Coordinates flight information and weather conditions, as
required to neighboring flight information centres and to all
flights that require the information
• Maintains a daily aircraft movement log (Departures and
Arrivals) for billing and strategic planning.
5 Management of ICAO
and AIM technical
Library
• Maintains up-to-date AIM technical libraries at the briefing
office, Soroti airfield and AIS headquarters
• Incorporates amendments into ICAO and CAA documents.
• Receives, actions and maintains a record of international
publications (AIP, AIP amendments, AIP supplements,
NOTAM lists, AICs and ICAO documents)
• Prepares aeronautical documents/publications for
exchange with other states.
• Maintains an up-to-date record of holders of the Uganda
AIP.
6 Management of the
Integrated
Aeronautical
Information Package
• Collects, analyzes, verifies, compiles, and prepares
aeronautical data or information from related technical
services for inclusion in the Integrated Aeronautical
Information Package (IAIP) as appropriate.
• Publishes as appropriate and disseminates Uganda’s IAIP

• Prepares and distributes monthly checklists and lists of
valid NOTAMs.
• Prepares a list of all Uganda AIP subscribers on payment
basis and submits it to CAA finance department for
invoicing annually.
• Maintains AIM publications subscription database.
• Updates the AIM publication distribution lists.
• Updates AIP text in frame maker as necessary.
7. Production,
maintenance, display
and distribution of
aeronautical charts
• Collects aeronautical data for use to develop or amend
charts in the Uganda AIP.
• Analyzes and formats the aeronautical data into an
acceptable state for entry and processing into the AIM and
/or eTOD database.
• Collects and collates raw data for development and
updating of aeronautical maps/charts.
• Prepares, drafts, prints and distributes maps and charts as
per the current subscription list.
• Prints approved maps and charts and distributes them
nationally and internationally.
• Maintains the inventory of maps and charts and ensure they
are up to date.
• Plots, updates and displays navigation warnings on wall
charts
8 Provision of
aeronautical Fixed
telecommunications
service and
aeronautical mobile
service
• Mans the international Aeronautical Fixed
Telecommunications Network circuit and national network
circuits at the communication centre and facilitates an
orderly and continuous flow of message traffic and/or digital
data from the centre.
• Mans high frequency air/ground position to receive and
transmit advice and information relative to the safe and
regular conduct of flights.
• Prepares, transmits, receives and delivers flight plans,
departure messages, NOTAMS (Notice to Airmen), flight
clearances, emergence messages, crash messages,
search and rescue messages, air traffic meteorological
reports, loads and coordination messages on AFTN circuits
and maintain accurate record of all messages
• Transmits and receives aircraft clearance requests and /or
permits for over flight and landing permission both on HF
and AFTN circuits
• Receives and transmits search and rescue information as
required.
• Delivers and receives air traffic service messages to/from
aircrafts on High frequency radio and maintain flight
progress reports while closely coordinating with air traffic
services on flights
• Guards ICAO assigned High Frequencies on 24-hour basis

• Ensures that communication equipment is in serviceable
condition so as to transmit accurate messages
• Handles distress /emergence communications in
accordance with prescribed ICAO procedures
• Maintains AMS, AFTN services and station operations
logbooks
• Coordinates flight information and weather conditions, as
required to neighboring flight information centres and to all
flights that require the information
9 Quality Management • Implements Quality Management by performing all unit
functions
• Provides information on safety hazards, warnings and
precautions
• Checks and ensures for the good Quality of Raw data
provided for Promulgation of NOTAM
• Monitors the validity of incoming and issued NOTAM, or
TRIGGER NOTAM and initiate action of either cancellation
or replacement of invalid NOTAM, or TRIGGER NOTAM.
10 Aerodrome control • Issues information and clearances to aircraft under
aerodrome control to prevent collisions between aircraft
and between aircraft and obstructions during all phases of
flight that lie within the jurisdiction of aerodrome control
• Alerts the rescue and firefighting services;
• Informs aircraft under aerodrome control of any depletion of
the aerodrome emergency services;
• Provides approach control service when carrying out the
functions delegated by approach control;
• Supplies the following information to approach control and
in accordance with the unit instructions, approach radar
control:
• pertinent data on IFR, special VFR and VFR traffic including
departures, missed approaches, and overdue aircraft
• Appropriate items of essential aerodrome information.
• Informs the aerodrome authority when it becomes apparent
that there is a deterioration in the state of the aerodrome or
associated facilities for which the aerodrome authority is
responsible;
11. Safety Management
System
• Participates in the implementation and maintaining of
the safety policy and objectives
• Performs the safety responsibilities of Officer detailed in
the UCAA Aviation Safety Handbook
• Understands the Emergency Response Plan
PERSONAL SPECIFICATIONS
Essential Requirements: 1. A BSc. honors degree from a recognized university
majoring in any of the following disciplines; –
Physics/Mathematics/Geography/Statistics/Computer
science, ICT, Engineering and survey
2. Should have undergone training in the following ICAO
certified courses at an approved training institute.
a) Basic Aerodrome course.
b) Basic Aeronautical Information Services Course
(ICAO course 021).
3. At least two (2) years of experience in AIM operations.
4. AGE: From 30 to 40 years of age at the time of the deadline
for submission of the application. Must submit a National
Identity Card with the application.
Desirable Requirements 1. A Principal pass (A – C grades) in Mathematics and/or
Physics at A’ level
2. A credit in English Language, Mathematics, Physics and
Geography at O’ Level
Knowledge Should be computer literate.
