Position Summary

The Clinical Officer / Clinic In-Charge will provide overall clinical leadership and day-to-day management of the AsOne Ministries health facility in the Namutumba community.

The role combines clinical practice, facility management, staff supervision, community health leadership, and quality improvement to ensure safe, effective, compassionate, and Christ-centered healthcare. The Clinical Officer/In-Charge will work closely with AsOne Ministries leadership, the District Health Office, facility staff, and the local community.

Key Responsibilities

Clinical Service Delivery

  • Examine, diagnose, and treat patients presenting with acute and chronic illnesses.
  • Follow Uganda Ministry of Health clinical guidelines and standard treatment protocols.
  • Provide outpatient consultations and minor surgical or clinical procedures within the scope of practice.
  • Provide emergency care and stabilization within professional scope.
  • Coordinate maternal and child health services, including:
    • Antenatal care.
    • Postnatal care.
    • Under-five clinics.
    • Immunization services.
  • Work closely with nursing and midwifery staff to provide coordinated care.
  • Request and interpret relevant laboratory investigations and diagnostic tests.
  • Use investigation results to guide appropriate patient management.
  • Prescribe and dispense medicines appropriately.
  • Promote rational medicine use in accordance with national essential medicines guidelines.
  • Identify patients requiring referral and coordinate timely and safe referral to higher-level facilities.
  • Provide health education and counselling to patients and caregivers on disease prevention, treatment adherence, and healthy practices.
Facility Management & Clinical Leadership
  • Provide overall clinical and administrative leadership of the health facility.
  • Manage day-to-day facility operations.
  • Supervise, mentor, and coordinate nurses, midwives, laboratory staff, records staff, and other facility personnel.
  • Develop and oversee facility work plans and duty rosters.
  • Develop, implement, and monitor Standard Operating Procedures (SOPs).
  • Ensure efficient and quality service delivery.
  • Ensure compliance with Ministry of Health policies and clinical governance requirements.
  • Ensure adherence to Infection Prevention and Control (IPC) standards.
  • Conduct regular clinical audits and case reviews.
  • Lead continuous quality improvement initiatives.
  • Represent the facility in district health meetings and technical working groups.
  • Coordinate with the District Health Office and other relevant stakeholders.
  • Maintain a clean, safe, organized, and welcoming health facility.
  • Promote AsOne Ministries’ Christ-centered values throughout facility operations.
Medicines, Supplies & Equipment Management
  • Oversee ordering, receiving, storage, and appropriate use of medicines and medical supplies.
  • Follow National Medical Stores (NMS) and Ministry of Health guidelines.
  • Maintain accurate medicine and medical-supply stock records.
  • Monitor medicine expiry dates.
  • Prevent stock-outs, overstocking, wastage, and inappropriate use of medicines.
  • Ensure proper maintenance and safe use of medical equipment.
  • Ensure equipment is appropriately calibrated where required.
  • Coordinate equipment repairs and replacement.
  • Ensure safe handling and disposal of clinical and medical waste.
  • Follow infection prevention and environmental health standards.
  • Contribute to budgeting and procurement planning for medicines, supplies, and equipment.
Public Health, Outreach & Preventive Services
  • Plan and participate in community health outreach activities.
  • Support:
    • Immunization programs.
    • Family planning services.
    • HIV testing and counselling.
    • Health education campaigns.
    • Maternal and child health programs.
  • Support disease surveillance and timely reporting of suspected outbreaks.
  • Participate in appropriate outbreak response activities.
  • Work with Community Health Workers and Village Health Teams (VHTs).
  • Strengthen community referral pathways.
  • Promote community-based health education and disease prevention.
  • Support school health programs and linkages with AsOne Ministries’ education initiatives.
  • Coordinate appropriate health referrals for students from partner schools.
  • Promote maternal, newborn, and child health.
  • Promote nutrition and family planning services within the community.
Records, Reporting & Compliance
  • Ensure accurate and timely completion of patient records and clinical documentation.
  • Maintain required health facility registers.
  • Ensure records comply with Ministry of Health HMIS requirements.
  • Compile and submit monthly, quarterly, and annual health facility reports.
  • Submit required reports to AsOne Ministries leadership and relevant District Health Office channels.
  • Ensure the facility maintains current licenses and registrations.
  • Maintain required regulatory and compliance documentation.
  • Ensure compliance with applicable health regulations.
  • Protect patient confidentiality and privacy.
  • Ensure compliance with data protection standards.
Teamwork & Collaboration
  • Work closely with AsOne Ministries leadership to align health services with the organization’s broader mission.
  • Participate in staff meetings and training sessions.
  • Participate in continuous professional development activities.
  • Liaise with local government health structures.
  • Work with NGOs and partner organizations on health service coordination.
  • Support resource mobilization initiatives where appropriate.
  • Engage the local community on available health services.
  • Work with church leaders and parents to promote preventive healthcare.
  • Build positive relationships with community stakeholders.
Other Duties
  • Perform additional duties assigned by AsOne Ministries leadership as required.
Required Qualifications & Experience
  • Diploma or Bachelor’s Degree in Clinical Medicine and Community Health, or an equivalent qualification, from a recognized institution.
  • Valid registration and practicing license with the Allied Health Professionals Council (AHPC) of Uganda, in good standing.
  • Minimum 3 years of clinical experience.
  • At least 1–2 years of supervisory or facility-in-charge experience is preferred.
  • Sound knowledge of Uganda Ministry of Health protocols and standard treatment guidelines.
  • Knowledge of health facility management standards.
  • Valid certification in:
    • First Aid.
    • Basic Life Support (BLS)/CPR.
    • Infection Prevention and Control (IPC).
  • Demonstrated personal Christian faith and commitment to Christ-centered service.
