Job Description

Applications are invited from suitable and eligible Ugandans to fill vacant posts currently available in the various departments in Arua District Local Government as specified below.

Applications should be filled in triplicate on PSF No.3 (revised 2008) and submitted to The Secretary, District Service Commission, P O Box 1, Arua to be received not later 5:00 pm, 08th June 2026. The application forms can be obtained from Arua District Service Commission, Public Service Commission Offices at Farmers House 2nd floor, Parliamentary Avenue Kampala or downloaded on Public Service Commission website www.psc.go.ug.

Applications should bear the Job Title and the Reference Number specified against the vacancy. Applicants should attach on each application form; photocopy of National ID, recent passport size coloured photographs, certified photocopies of their academic Certificates, Transcripts, UACE and UCE certificates/result slips (where applicable), copies of Registration certificates and valid practicing certificates (where applicable) and any other relevant documents. Applicants already in Government Service should route their applications through their Accounting Officers who must be informed of the closing date to avoid delay. Applicants who shall not hear from the District Service Commission on completion of the recruitment and selection exercise should consider themselves unsuccessful

Job Purpose

To manage and coordinate the effective, efficient, and affordable delivery of quality health services in the District.

Key Outputs
  • Plans and budgets for health services produced.
  • Financial, medical, and human resources mobilized.
  • Monitoring, support supervision, and evaluation of health services conducted.
  • Medical supplies and equipment procured.
  • Accountability for financial, medical supplies, and other resources made.
  • Maintenance of health equipment and facilities carried out.
  • Uganda National Minimum Health Care Package (UNMHCP) managed.
  • District Councils and other stakeholders advised on health-related issues.
  • Sensitization programs about PHC in communities coordinated.
  • Human resource management functions executed.
  • Health research conducted.
  • National Health Service delivery standards enforced.
  • Health Management Information System supported.
  • Professional and Service Codes of Conduct and Ethics enforced.
  • Periodic reports prepared and submitted.
Key Functions
  • Planning and budgeting for health service delivery and infrastructure in the District.
  • Mobilizing resources for health service delivery and infrastructure in the District.
  • Monitoring and evaluating the delivery of health services in the District.
  • Procuring medical supplies and equipment.
  • Providing technical guidance and support supervision to Health Centres.
  • Managing and accounting for financial, medical supplies, and other resources allocated to the District.
  • Coordinating the maintenance of health equipment and facilities.
  • Interpreting National Health Policy and integrating it into District Health Plans.
  • Managing the implementation of the Uganda National Minimum Health Care Package (UNMHCP).
  • Tendering advice on health-related issues to District Councils and other stakeholders.
  • Carrying out monitoring and evaluation of health programs in the District.
  • Coordinating sensitization programs about PHC in communities.
  • Carrying out Human Resource management functions such as identifying manpower needs, training, mentoring, coaching, promotions, leave, deployment, and periodic assessment of health staff.
  • Managing health research.
  • Supporting maintenance of the Health Management Information System in the District.
  • Liaising with the Ministry of Health and other stakeholders in enforcing adherence to National Health Service Delivery Standards.
  • Enforcing Professional and Service Codes of Conduct and Ethics.
  • Preparing and submitting periodic reports.
Person Specifications
Qualifications
  • An MB.Ch.B or BDS or equivalent degree from a recognized University.
  • Master’s Degree in Public Health or its equivalent from a recognized Institution.
  • Must be registered and licensed with the relevant council.
  • A PGD in PAM is an added advantage.
Experience
  • At least nine (9) years of working experience in Clinical Practice, three (3) of which should be at Senior Health Service Management level.
