Job Description

Applications should be submitted in triplicate on Public service commission form no.3(2008) to the Secretary Iganga District Service Commission, P.O Box 358, Iganga to be received not later than 20th April 2026 by 5:00pm.

Application forms are obtained from the Public Service Commission – Farmers House Kampala or any District Service Commission Offices. Hand written applications with detailed CVS are also acceptable. Applications should bear the title of the post and the reference number specified against each post. Applicants should attach three sets of certified copies of their full academic certificates, Transcripts, and slip one of which should be an original certified copy, National Identity Card, letter of Appointment/ Promotion to the present substantive grade and three recent passport photographs.

Serving officers should route their applications through their responsible officers who should be informed of the closing date to avoid late submissions.

Reports To

Responsible For
  • Senior Planner;

  • Population Officer;

  • Statistician.

Job Purpose
  • To develop comprehensive and integrated District Plans, and to monitor and evaluate their implementation.

Key Outputs
  • District development strategies, plans and budgets formulated, developed and coordinated;

  • Performance standards and indicators for the District prepared and disseminated to users;

  • Technical support provided to Departments in preparation and production of District Development Plans;

  • Investment priorities in the District determined;

  • Performance of District Development Plans programmes and projects coordinated, monitored and evaluated;

  • District Management Information System maintained;

  • An up-to-date data bank developed and maintained;

  • National and District policies appraised; and

  • Minutes of the Technical Planning Committee produced.

Key Functions
  • Formulating, developing and coordinating District development strategies, plans and budgets;

  • Preparing and disseminating performance standards and indicators for the District to users;

  • Providing technical support to Departments in preparation and production of District Development Plans;

  • Determining District investment priorities;

  • Coordinating, monitoring and evaluating performance of District Development Plans, programmes and projects;

  • Maintaining the District Management Information System;

  • Developing and maintaining an up-to-date data bank;

  • Appraising National and District policies; and

  • Producing minutes of the Technical Planning Committee.

Person Specifications
Qualifications
  • An Honors Bachelors Degree in Economics, Statistics or Quantitative Economics from a recognized Institution, plus a minimum of a Post Graduate qualification in Planning and Management from a recognized institution.

Experience
  • At least six (6) years of working experience as a Planner, three (3) of which should have been at Senior level in public service or a reputable organization.
