Job Description

Applications are invited from suitable and eligible Ugandans to fill vacant posts currently available in various departments in Kassanda District Local Government as specified below.

Applications should be filled in triplicate on PSF No.3 (Revised 2008) and submitted to the Secretary, DISTRICT SERVICE COMMISSION, P.O. BOX 196, MIYANA to be received not later than 5:00pm 22nd January, 2026.

The application forms can be obtained from Kassanda District Service Commission, Public Service Commission Offices at Farmers House 2nd floor, Parliamentary Avenue Kampala or downloaded on Public Service Commission website www.psc.go.ug.

  • Applications should bear the title of the post and the reference number specified against the vacancy.

  • Applicants should attach on each application form, photocopy of National ID, recent passport size coloured photograph, certified photocopies of their academic certificates, transcripts, UACE and UCE certificates, result-slips (where applicable) copies of Registration Certificates and valid practicing certificates (where applicable) and any other relevant documents.

Job Title : District Planner (Principal Planner)

Salary Scale : U2
Reports to : Chief Administrative Officer
Responsible for : Senior Planner, Population Officer, Statistician

Job Purpose

To develop comprehensive and integrated District Plans, monitor and evaluate their implementation.

Key Outputs
  • District development strategies, plans and budgets formulated, developed and coordinated
  • Performance standards and indicators for the district prepared and disseminated to users
  • Technical support provided to Departments in preparation and production of District Development Plans
  • Investment priorities in the District determined
  • Performance of District Development Plans programmes and projects coordinated, monitored and evaluated
  • District Management Information System maintained
  • An up-to-date bank developed and maintained
  • National and district policy appraised
  • Minutes of Technical Planning Committee produced
Key Functions
  • Formulating, developing and coordinating District development strategies, plans and budgets
  • Preparing and disseminating performance standards and indicators for the district to users
  • Providing technical support to Departments in preparation and production of District Development Plans
  • Determining District investment priorities
  • Coordinating, monitoring and evaluating performance of District Development Plans programmes and projects
  • Maintaining District Management Information System
  • Developing and maintaining an up-to-date bank
  • Appraising National and district policy
  • Producing minutes of Technical Planning Committee
Person Specifications
Qualifications
  • Honors Bachelors Degree in Economics, Statistics or Quantitative Economics from a recognized Institution
  • Postgraduate qualification in Planning and Management from a recognized institution
Experience
  • At least six (6) years of working experience as a Planner, three of which should have been at Senior Level in public or reputable organization
