Program Background

The Agrifood System Transformation for Youth Employment (ASTYE) Uganda program

ASTYE is a 5-year transformative initiative designed to enable dignified and fulfilling work opportunities primarily for financially disadvantaged young women, refugees, and vulnerable groups by addressing structural barriers in Uganda’s Agrifood system. Aligned with Uganda’s Vision 2040, the National Development Plan and Government of Uganda Agriculture Value Chain Development Strategy, the program will contribute to national efforts toward poverty alleviation, economic growth, as well food and nutrition security. Additionally, ASTYE is part of the Mastercard Foundation’s Young Africa Works strategy in Uganda, which aims to empower 4.3 million young Ugandans, particularly young women, by addressing structural barriers to employment and providing them with the skills and resources to succeed.

Specifically, GOAL will implement component one to reach 500,000 financially disadvantaged young people, with 456,000 transiting into work and 336,000 securing dignified and fulfilling work. As the program is young women-centric, 80% of the total outreach target will be young women within Uganda’s agrifood ecosystem. Furthermore, 5% of the total youth in work target will be refugees, and another 5% will be people with disabilities.

Job summary

The MIS Specialist will play an important role in providing advice on and lead in the implementation of a management information system for ASTYE program and GOAL’s MEAL functions to enable efficient access to routine programme data  to review and monitor the implementation of partnerships with intervention partners (e.g., private sector, CSOs); and to understand whether expected results are delivered. The MIS Specialist will support the customization of digital MEAL systems in platforms such as PowerBi, Commcare among others. The MIS Specialist will work alongside the Head of MEAL, MEAL Coordinator, MEAL specialist, Data officer and MEAL officers. He or she will also be supported by the Program’s Management Unit and GOAL global MEAL & MIS Team.

The key responsibilities of the role will be:

MIS system Development and Customization

  1. In collaboration with GOAL global MIS team, develop, customise and maintain user friendly online and offline /digital system for centralizing and standardizing indicator results and monitoring the development of project information systems. Examples of form digitalization (e.g. CommCare, dashboarding (e.g. Power BI) and other (e.g. ArcGIS).
  2. In collaboration with GOAL global MIS team, develop an integrated case management system with necessary registration and follow up forms to track individual level program participants.
  3. In coordination with other MEAL team , lead on designing and standardising surveys and data capture processes to ensure reporting and KPIs are accurate and information is accessible to a range of audiences
  4. Work with Program staff to design and develop applications and dashboards to increase efficiency and accuracy of data capture, synthesis and analysis.
  5. Provide regular technical support to staff to troubleshoot problems with MIS tools or platforms and help identify solutions or alternative ways of working.
  6. Lead on identifying training needs, designing and delivering training courses, building staff capacity on use of MIS tools including the use of software services.

Data analysis and visualisation

  1. Integration of MIS and data analytics for ASTYE program.
  2. Provide monthly data reports and visualisations, in coordination with the GOAL MEAL team, Programme leads and SMT in support of adaptive management and the assessment of progress against program and country targets, using statistical and data modelling.
  3. Support GOAL MEAL team and Program staff on data analysis, report writing and data visualisation.
  4. Prepare regular reports and summaries based on the MIS data to meet internal and Foundation requirements.

Training and Capacity Building:

  1. Train program staff on management and utilization of the MIS.
  2. Develop training materials and user guides to support staff in effectively using the MIS.
  3. Conduct regular capacity-building sessions to GOAL and partner staff to enhance their skills in data management and analysis.

Collaboration and Communication:

  1. Work closely with the MEAL team to ensure alignment of data systems with programme goals.
  2. Collaborate with other program Estaff to ensure data needs are met and support programmatic decision-making.
  3. Participate in regular team meetings and provide updates on MIS activities and data-related issues.

Other tasks

  1. Be a key driver in instilling a data driven culture on the program that will encourage the use of data and digital technologies.
  2. Enforce organisational policies and implement procedures to ensure data quality and integrity is in compliance with statutory, GOAL and Foundation requirements.
  3. Contribute to MEAL meetings and workshops with MEAL focal points leading on MIS topics
  4. Assist Program staff to identify and respond to trends in already established datasets
  5. Matrix-manage a data Officer, to support the implementation of the Program MIS and data strategy
  6. Contribute to establishing a team culture grounded in collaboration, openness, and learning.

Job Level Specifications

Essential Criteria

  • Post Graduate Diploma in Information Systems, Computer Science, Software Engineering, Data Communication & Information Technology
  • Bachelor’s degree in information systems, Computer Science, Statistics, software engineering
  • 5 years’ experience in Management Information Systems position or similar role in a donor funded project.
  • Proficiency in database software (e.g., SQL) and data analysis tools
  • Experience working with dashboard software (Tableau, Qlik, Looker), particularly Power BI with share point sites integration.
  • Proficient in Microsoft Office Suite

Desirable Criteria

  • Excellent communication, coordination and presentation skills
  • Experience working in the humanitarian or development sectors, particularly in monitoring and evaluation
  • Ability to train and build capacity among staff and partners
