MANAGER – IT (1 POST)

Job Title: Manager – ICT
Salary Scale: UVTAB 2 (ii)
Division: Division of IT
Reports to: Executive Secretary

Responsible for:

  • Principal IT Officer

  • Principal Digital Learning and Training Support Officer

Job Purpose:
To provide strategic leadership and guidance in the management of the IT function.

Key Duties and Responsibilities:

  • Coordinate the formulation, review, and implementation of IT policies, plans, strategies, standards, and guidelines.

  • Identify and report on performance, integrity, and security of the institution’s IT database systems.

  • Coordinate the preparation of annual budgets and work plans in accordance with the UVTAB Strategic Plan.

  • Monitor and upgrade database management systems in line with manufacturer upgrades and releases.

  • Design, develop, test, and maintain software for the Board.

  • Provide and ensure timely production of assessment materials and awards.

  • Administer database objects to achieve optimum utilization.

  • Monitor usage, transaction volumes, response times, and concurrency levels.

  • Provide technical leadership in the development and maintenance of a database of assessment.

  • Maintain technical database documentation, including data standards, procedures, and definitions.

  • Provide proactive and reactive database management support and training services to users.

  • Provide information to the Awards and Examination Committee meetings for decision-making.

  • Develop and test backup and recovery plans.

  • Prepare and submit periodic IT infrastructure status reports for the Board.

Person Specifications:

a) Qualifications:

  • An Honors Bachelor’s degree in Computer Science, Information Technology, Information Systems, Software Engineering, Computer Engineering, Information Security, Business Computing, Statistics (Statistical Computing), Telecom Engineering, Electrical Engineering, or Science (Computer Science/Mathematics focus).

  • Recognized professional ICT certification.

  • A Master’s Degree in any of the above from a recognized University/Institution.

b) Experience:

  • Minimum of nine (9) years’ working experience in the IT field, three (3) of which should have been at Principal IT Officer level in Government or equivalent level in a reputable organization.
