Job Description
General Summary
IDI received a five-year (Oct 2021 – Oct 2026) transition award entitled USAID Local Partner Health Services-TB Activity. The purpose of the award is to increase TB case detection and treatment success in Uganda to 90% of all cases and thus contribute to the reduction of Uganda’s TB burden by 2026. IDI works through technical assistance to the Ministry of Health’s National TB & Leprosy Program (NTLP), the three urban districts of Kampala, Mukono, Wakiso, all districts in the Karamoja Region, and Regional Referral Hospitals to increase the availability, accessibility, and utilization of integrated TB, TB/HIV and MDR-TB services.
IDI is seeking a highly qualified M&E Officer – Health Informatics, with expertise in health information systems, to support the use of AI-driven predictive modeling. This role will enhance data-driven approaches, providing a comprehensive view of the local context and identifying potential hotspots and underserved areas for targeted and efficient TB interventions.
The incumbent will serve as the primary technical liaison with the technology service provider, overseeing all aspects of data management and IT systems support. This includes exploring integration options with existing data capture tools to map geo-referenced data used by the TB program. Additionally, the M&E Officer – Health Informatics will collaborate with the technology provider to coordinate and deliver training for technical staff and end-users, ensuring interoperability and ownership by local stakeholders.
The ideal candidate should have hands-on experience in GIS, developing and maintaining real-time dashboards, and geo-portals for program data monitoring. They should also possess skills in visualizing epidemiological insights derived from gathered data.
Key Responsibilities
- Serve as the main link to the technology provider for the AI-powered solution to improve the efficiency of case-finding activities
- Manage the AI-driven system responsible for collecting and analyzing the mapping of geo-referenced data.
- Ensure the proper design, implementation, and maintenance of databases and data management systems, including systems for real-time data monitoring.
- Develop and implement strategies for managing any mobile data collection devices used in the field ensuring adherence to best security practices and protocols for both device and the information.
- Implement and oversee rigorous data quality assurance and quality control processes
- Oversee mapping and listing processes, ensuring effective geographic data management aligned with official administrative units as per the Ministry of Health, UBOS, and other government agencies.
- Support efforts for integration with existing data capturing tools for mapping of geo-referenced data to improve program monitoring and continuous updating of TB models
- Support the design and utilization of M&E dashboards for visualization of interactive maps, priority TB screening areas (hotspots), and results trends.
- Provide consistent updates to stakeholders regarding disease burden estimates for identifying and mapping high TB transmission neighborhoods in Uganda.
- Manage cross-functional teams and foster a collaborative and innovative work environment.
- Conduct training sessions for data management, data systems personnel, and other key stakeholders providing support and knowledge enhancement opportunities.

Academic Qualifications
- Bachelors in Computer Science, Information Systems, Data Science, Epidemiology or related field
- Post Graduate Certification in Monitoring and evaluation, health Informatics ,statistics, biostatistics,public health or a related filed
Person Specification
- Bachelor’s degree in Computer Science, Information Systems, Data Science, Epidemiology, or a related field.
- Post-graduate certification in Monitoring and Evaluation, Health Informatics, Statistics, Biostatics, Epidemiology, public health, or any related subject.
- Minimum of 3 years of experience in, e-health systems design, data engineering, data management, or a related field, preferably in public health or social science research.
- Excellent hands-on Geographical Information Systems skills
- Excellent communication and coordination skills
- Proficiency in the design, customization, and use of DHIS2-based tracker and aggregate systems
- Demonstrated experience in data management and infographics design
- Proficient in designing, implementing, and managing relational databases using PostgreSQL, MS SQL, and MySQL.
- Strong knowledge and hands-on experience with Ubuntu and Windows Server environments.
- Strong problem-solving and analytical skills
- Good interpersonal skills and can work in a team.
- Knowledge of TB services programming and monitoring is an added advantage
