Application forms filled in triplicate on Public Service Commission Form No. 3 (Revised 2008) and ESC Form No. 3 (Revised 1998) for Teachers, with daytime phone contact, should be submitted to the Secretary, District Service Commission, Ntungamo District Local Government, P.O. Box 01, Ntungamo, not later than Monday, January 12, 2026, clearly stating the post applied for and its reference number.
Application forms can be obtained from Secretaries of District Service Commissions, Offices of Chief Administrative Officers, Town Clerks for Municipal Councils, and the Public Service Commission.
Those already in public service must route their applications through their Heads of Department who should be informed of the closing date to avoid delay.
Certified copies of academic documents (Degrees, Diplomas, Certificates, Transcripts, Result Slips/Pass Slips) from all the Universities/Institutions/Colleges/Schools attended, National Identification Numbers (NINs), Registration Certificates and Annual Practicing Licenses where applicable, and any other supporting documents with three (3) recent passport-size photographs must be attached to the application forms.
Those who will be invited for interviews must come with all original certified academic and professional/employment documents (Degrees, Diplomas, Certificates, Transcripts, Result Slips/Pass Slips) from all the Universities/Institutions/Colleges/Schools attended/worked for, and original National Identification Numbers (NINs).

Job Title : Principal Accountant (District)
Salary Scale : U2
Reports to : Chief Finance Officer
Responsible for : Senior Accountant (Expenditure and Accounts)
Job Purpose
- To manage financial transactions in the District Council, including expenditure accounts and accountability according to financial regulations.
Key Outputs
- Financial transactions and expenditure for the District Council certified.
- Payments in the District verified and approved prior to authorisation.
- Technical support and guidance to District Management on financial matters provided.
- Annual and monthly financial statements of accounts prepared.
- Bank reconciliation statements prepared and discrepancies ironed out.
- Audit queries and inquiries answered.
- Accounts Staff in the District Council supervised and their performance evaluated.
Key Functions
- Certifying financial transactions and expenditure for the District Council.
- Verifying and approving payments in the District prior to authorisation.
- Providing technical support and guidance to District Management on financial matters.
- Preparing annual and monthly financial statements of accounts.
- Preparing bank reconciliation statements and ironing out discrepancies.
- Answering audit queries and inquiries whenever necessary.
- Supervising Accounts Staff in the District Council and evaluating their performance.
Person Specifications
Qualifications
- EITHER: An Honors Bachelors Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting plus full Professional Accounting Qualifications such as ACCA, CPA, ACIS and CPE from a recognized institution.
- OR: Full professional qualification in Accountancy such as ACCA, CPA, ACIS and CPE obtained from a recognised Institution and accredited by Institute of Certified Public Accountants of Uganda (ICPAU) plus a minimum of a Post Graduate Diploma in Financial Management or Business Administration from a recognised awarding institution.
Experience
- At least 6 years experience in accounting, three of which should have been at Senior Accountant Level in a public or a reputable organisation.
