Job Title: Principal IT Officer

Responsible for:

Senior IT Officer
Job Purpose:
To provide technical leadership and guidance in the management and day-to-day running of all ICT systems at UVTAB.
Key Duties and Responsibilities:

Review, develop, and implement an ICT Strategy aligned to the overall UVTAB strategy.

Provide strategic leadership to the ICT team by coordinating strategic activities, setting targets and KPIs, and monitoring departmental performance against the regional strategy and business plan.

Provide technical guidance to the ICT team in project evaluation, budgets, and risk assessment.

Develop and implement ICT policies, procedures, and guidelines to support UVTAB operations and strategic objectives.

Plan and coordinate all ICT development projects to support achievement of UVTAB strategy.

Design and implement controls and procedures to ensure accuracy and reliability in data capture, data processing, and dissemination of information.

Design and implement information security procedures based on corporate ICT security policies covering applications and infrastructure.

Develop processes and assign resources to provide prompt user support.

Develop, deploy, and maintain appropriate IT security systems covering data, infrastructure, networks, and related domains.

Support departmental systems implementation in collaboration with unit heads, project teams, and third-party vendors to ensure delivery on time, within budget, and scope.

Manage acquisition and implementation of new hardware and software for UVTAB and manage vendor relations.

Prepare the annual ICT budget.

Conduct routine system reviews to ensure optimum interaction between systems and users.

Supervise, coach, and mentor ICT staff to build a highly skilled and motivated team to deliver UVTAB ICT performance targets.
Person Specifications:
a) Qualifications:
-
Honors Bachelor’s Degree in Computer Science, Information Technology, Information Systems, Computer Engineering, Software Engineering, or Computer Programming from a recognized institution.

Master’s degree in any of the above fields from a recognized University or awarding institution.
-
Recognized professional ICT certification (added advantage).
b) Experience:
-
At least six (6) years’ experience in providing IT services with a reputable public or private organization, three (3) of which should have been at Senior level.
