Job Description

Complete application forms should be submitted in triplicate on PSC Form 3 (Revised 2008) to the Secretary, City Service Commission Gulu City, P.O. Box 140, Gulu at the City Service Commission’s Registry located in Former Laroo Division Office Block with clear position reference number not later than 16th January, 2025 at 5:00 pm.

For officers already in Civil Service, applications MUST be accompanied with duly signed and completed recommendation forms (PSC Form 2) by the Responsible Officer.

Job Title : Principal Procurement Officer

Reports To : Chief Administrative Officer/Town Clerk (Municipality)
Responsible For : Senior Procurement Officer

Job Purpose

To plan, coordinate, manage and implement the procurement and disposal function of the Local Governments to ensure value for money.

Key Outputs
  • Resources of the Procurement Secretariat planned, budgeted and controlled.
  • Periodical reports for the Contracts Committee prepared and submitted to relevant authorities.
  • Conformity with Government procurement regulations enforced.
  • Effective and efficient procurement system put in place.
  • Timely technical support advice to Accounting Officer, Contracts Committee and members of the Council on matters pertaining to procurement provided.
  • Procurement requirements evaluated and the most appropriate procurement procedure recommended.
  • Timely and accurate secretarial services to the Procurement and Contracts Committee provided.
  • Members of the Contracts Committee and staff of the procurement secretariat trained and developed.
Key Functions
  • Planning, budgeting and controlling of the resources of the Procurement Secretariat.
  • Preparing periodical reports for the Contracts Committee and submitting them to relevant authorities.
  • Enforcing conformity with Government procurement regulations.
  • Putting in place an effective and efficient procurement system.
  • Providing timely advice to Accounting Officer, Contracts Committee and members of the Council on matters pertaining to procurement.
  • Evaluating procurement requirements and recommending the most appropriate procurement procedure.
  • Providing timely and accurate secretarial services to the Procurement and Contracts Committee.
  • Training and developing members of the Contracts Committee and staff of the procurement secretariat.
Person Specifications
Qualifications
  • EITHER an Honors Bachelor’s Degree in Procurement/Purchasing and Supplies, Business Administration (with a bias in Procurement and Supplies), or Commerce (with a bias in Procurement and Supplies), plus full professional qualification in Supply Chain Management from a recognized awarding Institution.
  • OR full professional qualification in Supply Chain Management (CIPS) plus a Postgraduate Diploma in Management from a recognized awarding Institution.
Experience
  • At least six (6) years of experience, three (3) of which should have been at senior procurement level in a public or reputable organization.
