Applications should be submitted in triplicate on Public Service Commission Form No. 3 (2008) to the Secretary, District Service Commission, P.O. Box 1551, Jinja to be received not later than 15th April 2026.

Application forms are obtainable from the Public Service Commission – Farmers House Kampala or any District/City Service Commission offices. Hand written applications with detailed CVs are also acceptable. Applications should bear the title of the post and the reference number specified against each post.

Applicants should attach three sets of certified photocopies of their full academic certificates, transcripts and slips, national identification and three recently certified passport size photographs.

Job Title: Senior Assistant Secretary (SAS)

Other Title: Secretary to the District Land Board
Salary Scale: U3
Reports to: Chairperson (District Land Board)
Responsible for: District Land Board Secretariat Staff

Job Purpose

To provide day to day management and administrative services to facilitate effective functioning of the District Land Board.

Key Outputs
  • Administrative duties of the District Land Board performed
  • Lease applications prepared
  • Lease offer advertisements made
  • Records of Board meetings and minutes taken and Reports prepared
  • Decisions of the Board communicated to relevant authorities
  • Board records and other documentation kept
  • Technical advice on land issues to the Land Board provided
  • Board meetings scheduled and communications to members made
Key Functions
  • Undertaking administrative duties to facilitate the effective operation of the District Land Board
  • Processing lease application documents for submission to the Land Board
  • Preparing lease offer advertisements for the allocation of newly gazetted land
  • Recording minutes of the meetings of the District Land Board
  • Communicating the decisions of the Board to the relevant parties and authorities
  • Keeping safe custody of records of the Land Board
  • Providing technical advice to the Land Board
  • Scheduling Board meetings on advice of the Chairperson
  • Preparing Work plans, budgets and quarterly reports for the Board and submit them to the relevant authorities
Person Specifications

Qualifications

  • An Honors Bachelors Degree in Social Sciences, Development Studies, Social Work and Social Administration or Arts or Business Administration/ Business studies (Management option) or Bachelor of Management Sciences, from a recognized University
  • A certificate in Administrative Officer’s Law from a recognized institution

Experience

  • At least three (3) years of experience as an administrative officer in public or reputable organization
