Job Description

Applications are invited from suitably qualified Ugandans to fill the underlisted vacant posts that exist in Ntungamo District Local Government.

Application forms filled in triplicate on Public Service Form No. 3 (Revised 2008) and ESC Form No. 3 (Revised 1998) for Teachers, with day time phone contact should be submitted to the Secretary, District Service Commission, Ntungamo District Local Government P.O Box 1 Ntungamo, not later than Wednesday July 22, 2026 stating clearly the post applied for and its reference number.

Application forms can be obtained from Secretaries of District Service Commissions, Offices of Chief Administrative Officers, and Town Clerks for Municipal Councils and Public Service Commission.

Those already in public service, must route their applications through their Heads of Departments who should be informed of the closing date to avoid delay.

Certified copies of academic documents (Degrees, Diplomas, Certificates, Transcripts, Result Slips/Pass Slips), from all the Universities/Institutions/Colleges/Schools attended NINs, Registration Certificates and Annual Practicing Licenses where applicable and any other supporting documents with 3 recent passport size photographs MUST be attached on the application forms.

Those that will be invited for interviews must come with all Original Certified Academic and professional/Employment documents. (Degrees, Diplomas, Certificates, Transcripts, Result Slips/Pass Slips,) from all the Universities/Institutions/Colleges/Schools/Entities attended/worked for and original National Identification Numbers (NINs).

Job Purpose

To oversee and guide the commercial, industrial and cooperative activities in the sub-sector for improved household income in Local Governments.

Key Outputs
  • Organization and formation of cooperatives, financial resource pooling, and a conducive investment environment promoted in the district.
  • Interpretation, implementation, and enforcement of policies, laws, and regulations on tourism, trade, industry, marketing, and cooperatives supported.
  • Technical advice and guidance on the development of commercial, industrial, cooperative, and related investments in the sub-sector provided.
  • Information on investment opportunities in the district collected, analyzed, and disseminated.
  • Commercial, industrial, and cooperative activities monitored, evaluated, and reported on.
  • Investors facilitated and licensed to operate in the district.
  • Technical support and guidance to entrepreneurs and the community provided.
Key Functions
  • Promoting the organization and formation of cooperatives, financial resource pooling, and a conducive investment environment in the district.
  • Supporting the interpretation, implementation, and enforcement of policies, laws, and regulations on tourism, trade, industry, marketing, and cooperatives.
  • Providing technical advice and guidance on the development of commercial, industrial, cooperative, and related investments in the sub-sector.
  • Collecting, analyzing, and disseminating information on investment opportunities in the district.
  • Monitoring, evaluating, and reporting on commercial, industrial, and cooperative-related activities in the district.
  • Facilitating and licensing investors to operate in the district.
  • Providing technical guidance and support to entrepreneurs and the community.
Person Specifications
Qualifications
  • An Honours Bachelor’s Degree in Commerce, Economics, Cooperatives, Business Administration/Studies, Entrepreneurship, Finance and Accounting from a recognized university.
  • A minimum of a Postgraduate Diploma in any of the above fields.
Experience
  • Three (3) years of working experience at the level of Commercial Officer in Government or an equivalent level in a reputable organization.
  • Wide exposure to private sector operations and investments.
Competences
  • Project management.
  • Financial management.
  • Accountability.
  • Concern for quality and standards.
  • Communication.
  • Ethics and integrity.
  • Time management.
