Job Description

Applications are invited from suitably qualified Ugandans to fill the following vacant posts that exist in Butaleja District Local Government.

Applications MUST be submitted in triplicate on PSC Form 3 (Revised 2008), and addressed to the Secretary, Butaleja District Local Government, P.O. Box 1, Butaleja, to be received not later than Friday 24th April, 2026, 5:00 pm. The application forms can be obtained from any District Service Commission Offices or Public Service Commission Offices, Farmers House 2nd floor, Kampala or from Public Service Commission website, www.psc.go.ug.

The applications should bear the Title of the post as well as the reference number specified against the vacancy. Applicants must attach verified O&A-level Documents by UNEB and Certified photocopies of all Academic Certificates and Transcripts, Registration Certificates. For Health Applicants include a valid Certified Practicing Licence, a photocopy of the National Identity card, Curriculum Vita, three (3) recent colored passport photographs and any other relevant documents like Appointment and Confirmation letters for serving officers. Only qualifications from recognized institutions will be considered. Serving officers must route their applications through their responsible officers who should be informed of the closing date to avoid delay and should not have reached the mandatory retirement age of 60 years. The applicants who are not currently in the civil service should be below the age of 50 years. Applicants who will not hear from us on conclusion of the selection exercise should consider themselves unsuccessful. For all posts, women, persons with disabilities are encouraged to apply.

Job Title: Senior Treasurer/Senior Accountant (Urban Council)

Salary Scale: U3
Reports to: Principal Treasurer
Responsible for: Accountant

Job Purpose

To provide routine financial management and accounting services in the Urban Council.

Key Outputs
  • Control of main and subsidiary accounts managed and maintained
  • Revenue collection in the Urban Council supervised and expenditure controlled
  • Financial documents and payments verified to avoid forgeries and fraud
  • Periodic financial statements and reconciliation prepared
  • Expenditure estimates for the Council prepared
  • Technical support on financial matters to the Council provided
  • Accounts staff guided and supervised
Key Functions
  • Maintaining control of main and subsidiary accounts
  • Supervising and controlling revenue collection and expenditure
  • Verifying financial documents and payments to avoid forgeries and fraud
  • Preparing periodic financial statements and reconciliation
  • Preparing expenditure estimates for the Council
  • Providing technical support to the Council on financial matters
  • Guiding and supervising Accounts staff
Person Specifications

Qualifications

  • EITHER: An Honors Bachelors Degree in either Commerce (Accounting option) or Business Administration (Accounting option) or Business Studies (Accounting option) or Finance and Accounting plus a Post Graduate Diploma in Financial Management or Business Administration from a recognized Institution
  • OR Full professional qualification in Accountancy such as ACCA, CPA, ACIS and CPE obtained from a recognized awarding Institution/body accredited by ICPAU plus a minimum of a Post Graduate Diploma in Financial Management or Business Administration from a recognized Institution

Experience

  • At least 3 years of relevant working experience as Treasurer/Accountant or Finance Officer in public service or a reputable organization
