Job Description
JOB RESPONSIBILITIES
- Accountable for the implementation of the country office finance strategy and responsible for ensuring effective financial management & accountability
- Responsible for ensuring the accuracy of financial information provided to all donors
- Develop, implement, and maintain internal controls and financial procedures to ensure compliance with statutory, international and donor regulations and requirements
- Ensure timely and accurate preparation and presentation of financial statements and reports that can be relied on for decision making by the Country Director and Senior Management Team
- Provide leadership to Finance Team by mentoring and coaching and providing technical supervision to all finance staff
- Lead the annual budget process in consultation with HQ
- Accountable for the appropriate use of resources in accordance with budget holder authority and MTI’s cost principles
- Ensure the timely and accurate functioning of the financial system including maintaining the completeness and integrity of data, generating reports and authorizing transactions in accordance with Medical Teams procedures
- Responsible for the accuracy of General Ledger and timeliness of month-end and year-end closing in coordination with HQ finance
- Responsible for monitoring cashflow by maintaining a cash forecast for operations in collaboration with HQ finance
- Review of payroll transactions, allocation and reconciliation on a monthly basis
- Take the lead in audit preparation, sourcing external auditors and support program staff in preparation for external and internal audits; ensure that audit recommendations are implemented and maintained
- As a member of the Senior Management Team, contribute to developing organizational objectives and change management strategies
- Represent the organization to financial partners, including donors, financial institutions, auditors, public officials, etc.
- Ensures the Safeguarding of program participants and employees through promoting an environment of awareness and upholding employee code of conduct and provisions of Medical Teams Protection from Sexual Exploitation & Abuse, and Child & Vulnerable Adult protection policies;
- Other duties as assigned
Qualifications
EDUCATION, LICENSES, & CERTIFICATIONS
- Bachelor’s Degree in Business Administration, Commerce, Accounting & Finance or a related field is required. MBA is preferred.
- Professional Accounting Certification Training is required
- Registration with a professional accounting body (e.g. ACCA, CPA) is required
EXPERIENCE
- Minimum 7-10 years of experience managing finance (accounting, budgeting, control and reporting) for a complex INGO with multiple funding sources; Experience with UNHCR funds is preferred
KNOWLEDGE, SKILLS & ABILITIES
KNOWLEDGE
- In-depth knowledge of INGO accounting, including complex fund and grant accounting, compliance, and reporting
- In-depth knowledge of International Financial Reporting Standards and International Public Sector Accounting Standards
- In-depth knowledge of Uganda laws and regulations pertaining to financial management
- Knowledge of USAID, UNHCR, ECHO, WFP funding rules and regulations, financial reporting and disclosure requirements
- Knowledge of ERP systems and computerized accounting software such as Sage, Unit4, etc.
SKILLS
- Highly skilled in developing and implementing systems for grant monitoring and reporting
- Demonstrated leadership ability, team management, and interpersonal skills
- Highly organized and able to manage competing priorities to meet deadlines
- Excellent analytical and abstract reasoning skills
- Expertise in Microsoft Excel and computerized accounting software
