The Presidential CEO Forum (PCF) is a high-level presidential initiative in Uganda established in 2020 to foster direct engagement between the private sector and the government. Operating under the patronage of the President, it serves as a unique platform where top business leaders and government policymakers collaborate on strategies to drive national development and economic growth. The forum is registered under the Companies Act and is guided by a “Uganda First” ideology, aiming to create a self-sustaining, industrialized economy through shared national prosperity.
The primary function of the PCF is to identify and resolve bottlenecks that hinder private sector performance by facilitating bi-annual retreats hosted by the President. These retreats bring together hundreds of CEOs and high-ranking officials to deliberate on key thematic areas such as agro-industrialization, tourism, and manufacturing. The outcomes of these discussions are translated into actionable resolutions and pragmatic policy recommendations, which have directly influenced national fiscal decisions, including tax exemptions for e-mobility and capital gains.
Structurally, the forum operates through a tripartite alliance involving the Presidency, the Office of the Prime Minister, and private sector industrialists. It is overseen by a board of senior citizens and managed by a secretariat that coordinates technical working groups focused on emerging sectors like e-mobility and digital infrastructure. By bridging the gap between business interests and administrative policy, the PCF ensures that the private sector remains the primary engine of Uganda’s socio-economic transformation.
