Job Title: Senior Programme Officer – Quality Assurance

- Duration: One (1) year (renewable based on need and satisfactory performance)
Background
- The Government of Uganda is implementing the Public Investment and Asset Management for Growth and Resilience Operation (PIM Plus) to strengthen execution, monitoring, and delivery of public investment projects
- The programme runs from October 2025 to September 2031
- Coordinated by Ministry of Finance, Planning and Economic Development and National Planning Authority
- Implemented by Ministries, Departments and Agencies (MDAs) and financed by Government of Uganda and World Bank
- Oversight provided by OTC, OSC, and PEMCOM
- Coordinated through the PFM Reforms Coordination Unit (RCU), with PAP as the technical secretariat
Job Purpose
- Provide senior-level fiduciary oversight, quality assurance, and financial risk management support to strengthen financial controls, audit readiness, value-for-money monitoring, and verification of finance-related Disbursement Linked Indicators (DLIs)
Key Result Areas
- Financial performance and risk assessment reports on PIM Plus projects
- Contributions to performance reports and briefing materials for oversight committees
- Audit readiness and audit resolution tracking reports
- Value-for-money assessment reports and recommendations
- Risk registers and mitigation plans
- Technical feedback on fiduciary readiness and financial sustainability
- Contributions to guidelines, tools, and templates
- Training materials and capacity-building support
- Bi-annual and annual performance reports
- End of assignment report
Duties and Responsibilities
Support to RCU and PIM Plus Operations
- Review financial performance and budget execution data
- Assess alignment between financial disbursements and physical outputs
- Support audit readiness and follow-up on audit recommendations
- Review financial management systems and internal controls
- Conduct financial risk assessments and maintain risk registers
- Apply value-for-money assessment approaches
- Support verification of finance-related DRIs/IRIs
- Coordinate with technical specialists for integrated support
Support to PAP Department and Institutional Coordination
- Provide feedback on financial management and control weaknesses
- Strengthen fiduciary readiness standards
- Participate in technical reviews of strategic projects
- Integrate lessons into tools, guidelines, and training
- Support development of financial management tools and templates
- Integrate fiduciary considerations into technical oversight
- Support capacity-building for MDAs
- Develop and apply standardized tools and checklists
- Perform other related duties as assigned
Education Qualifications
- Master’s degree in Accounting, Finance, Public Financial Management, Business Administration, Economics, or related field from a recognized university
- Professional certifications such as ACCA, CPA, CIMA, CIA, CISA, PMP, or PRINCE2 are highly desirable
Work Experience
- At least eight (8) years’ experience in quality assurance, project oversight, compliance monitoring, or delivery assurance
- Experience with Government or Development Partner-funded projects is an added advantage
Key Skills and Competencies
- Ability to assess financial, operational, and compliance risks
- Experience in audit readiness and audit coordination
- Strong understanding of Uganda’s Public Financial Management framework
- Familiarity with World Bank fiduciary standards
- Proficiency in Microsoft Office, IFMIS, and data analysis tools
- High integrity, ethical conduct, and professionalism
