Role overview

The Program Design Officer, will be responsible for cost effective and efficient project resource planning and allocations to help increase household income and production RTV partner communities. Cost effective and impact driven project designs with increasing Returns on Investment (ROI) are a very critical component to the pathway out of ultra-poverty for last mile communities and this role is vital to the realization of this goal. The Program Design Officer will also take on the component of research and innovation for impact driven project learnings and improvements.

Key responsibilities
Country-specific program design & development

  • Lead the design and adaptation of RTV’s programs to align with local community needs, national policies, and donor expectations.
  • Develop evidence-based, impact-driven program models that are scalable and responsive to country-specific challenges.
  • Ensure program designs incorporate gender-sensitive, inclusive, and climate-resilient approaches where relevant.
  • Prepare detailed design documents, logic frameworks, and implementation guidelines for proposed interventions.

Collaboration with technical leads & cross-functional teams

  • Work closely with technical leads (e.g., Agriculture, WASH, Health, Livelihoods) to ensure best practices and programmatic standards are embedded in designs.
  • Coordinate with Monitoring, Evaluation, and Learning (MEL) teams to integrate impact measurement frameworks into program designs.
  • Engage with country teams to ensure seamless transition from design to implementation, providing necessary guidance and technical inputs.

Stakeholder engagement & adaptation.

  • Engage local governments, community leaders, and civil society organizations to ensure program designs reflect community priorities.
  • Participate in consultative meetings and workshops to gather insights and refine program designs based on evolving needs.
  • Work with grants and donor teams to ensure program proposals align with funding requirements and organizational goals.

Scaling & innovation

  • Support the development of scalable program models, ensuring feasibility across multiple geographies within the country.
  • Identify and recommend innovative solutions that enhance program effectiveness and sustainability.
  • Document lessons learned and best practices to inform future program iterations.

Compliance & reporting

  • Ensure all program designs adhere to country-specific regulatory requirements and donor guidelines.
  • Provide regular design progress reports to the Regional Coordinator and relevant stakeholders.
  • Contribute to proposal development by providing technical inputs and design

Skills and qualifications

  • Bachelor’s degree in Statistics, Economics, Quantitative Economics, Mathematics, Population Studies, or related.
  • 3+years of experience in program design, development, or technical coordination within the development sector.
  • Strong understanding of country-specific socio-economic dynamics, policy frameworks, and community engagement strategies.
  • Proficient in Microsoft suite, especially Excel, VBA, Word and PPT.
  • Experience working in sectoral areas such as Agriculture, WASH, Health, and Livelihoods.
  • Ability to develop logical frameworks, impact pathways, and programmatic strategies.
  • Familiarity with donor funding requirements and proposal development processes.
  • Strong analytical, problem-solving, and decision-making skills.
  • Excellent written and verbal communication skills
  • Understanding and speaking Kiswahili/French is an added advantage
