The Ministry of Education and Sports (MoES) is the government body responsible for formulating and implementing policies regarding primary, secondary, and tertiary education, as well as sports and physical education in Uganda. Headquartered in Kampala, the ministry works to ensure that all citizens have access to quality learning opportunities that are relevant to the country’s development goals. Its leadership is currently headed by the First Lady, Janet Kataaha Museveni, who oversees a vast administrative network that includes thousands of government-aided schools and several public universities.
In recent years, the ministry has focused heavily on the “competency-based” curriculum for lower secondary schools, which emphasizes practical skills and critical thinking over rote memorization. This transition aims to equip Ugandan youth with the tools necessary for the modern job market and entrepreneurship. Additionally, the ministry manages the Technical and Vocational Education and Training (TVET) sector, which provides hands-on skills in various trades such as engineering, agriculture, and hospitality, further supporting the nation’s industrialization agenda.
Beyond academics, the Ministry of Education and Sports is tasked with the promotion of national sports and physical fitness. It oversees the National Council of Sports and works to identify and nurture young athletic talent through inter-school competitions and national sports festivals. The ministry also plays a critical role in regulating private educational institutions to ensure they adhere to national standards for teacher qualifications, infrastructure safety, and curriculum delivery, thereby protecting the interests of students and parents across the country.
