Company Description
The Nile Basin Initiative (NBI) is an intergovernmental partnership established on February 22, 1999, by the riparian states of the Nile River. Headquartered at Plot 12 Mpigi Road in Entebbe, Uganda, the regional body operates as a transitional arrangement intended to foster cooperative development and foster regional peace. The institutional setup brings together ten core member states—Burundi, the Democratic Republic of the Congo, Egypt, Ethiopia, Kenya, Rwanda, South Sudan, Sudan, Tanzania, and Uganda—while Eritrea actively participates as an official observer.
The primary mandate of the organization centers on achieving sustainable socio-economic development through the equitable utilization of, and benefit from, the shared Nile basin water resources. To achieve its vision of “One River, One People, One Vision,” the partnership targets poverty eradication, optimal water management, and cross-border economic integration. The initiative works to balance the conflicting geopolitical interests of upstream and downstream nations by creating an objective, evidence-based forum for technical consultation and joint resource tracking.
Administratively, the partnership implements its multi-billion-dollar portfolio using a decentralized structure built on the principle of subsidiarity. The executive arm, known as the Nile Basin Secretariat (Nile-SEC), is based in Uganda and directs overall corporate governance and basin-wide water stewardship. This central office coordinates with two specialized sub-basin centers: the Eastern Nile Technical Regional Office (ENTRO) in Addis Ababa, Ethiopia, and the Nile Equatorial Lakes Subsidiary Action Program Coordination Unit (NELSAP-CU) in Kigali, Rwanda, which are directly responsible for executing cross-border investments in power infrastructure, food security, and agricultural trade.
The strategic targets, core environmental focus areas, and localized transboundary projects managed under the initiative’s broad framework include:
- Strategic River Basin Management Plan: Operates as an overarching multi-sector framework designed to harmonize national water allocations and track regional climate resilience targets.
- Modern Hydrological Monitoring System: Deploys localized network stations across member states to generate real-time, evidence-based data for flood tracking and water infrastructure planning.
- Power Grid Interconnectivity: Designs and facilitates transboundary electrical transmission lines and hydro-power sharing configurations between Uganda, DRC, South Sudan, and Burundi.
- Macroplastic and Quality Interventions: Enforces proactive pollution monitoing frameworks to restore critical shared wetlands, protect biodiversity, and manage microplastics across major waterways.
- Joint Agricultural Initiatives: Finances and develops cross-border irrigation and water-use assets, such as the Angurology irrigation scheme situated between Uganda and Kenya.
- Shared Fisheries Optimization: Coordinates regional environmental and commercial regulations to optimize fishing yields in shared bodies of water, including Lake Albert and Lake Edward.
