The Programme for Accessible Health, Communication and Education (PACE) is an indigenous, local health-oriented non-governmental organization operating in Uganda. Originally established as an extension of the international network Population Services International (PSI), the entity rebranded in 2009 to design and execute community-based interventions specifically tailored for the Ugandan local context. To maximize its nationwide impact, the non-profit aligns its operations directly with the priority fields established by the Ministry of Health, covering nearly 100 districts annually. The organization’s execution model blends evidence-based behavior modification communications with market-based solutions, making high-quality, subsidized health items accessible to low-income and vulnerable populations.
To achieve its long-term public health goals, the entity manages a substantial funding portfolio backed by major global donors. It partners extensively with organizations such as the U.S. Centers for Disease Control and Prevention (CDC), USAID, The Global Fund, TASO, and the Against Malaria Foundation. These partnerships fuel extensive field-level networks that empower community structures, including Village Health Teams (VHTs), and engage regional stakeholders to manage localized health crises and expand universal health coverage.
The diverse health initiatives, community campaigns, and distribution programs driven by the organization across the country include:
- HIV and Tuberculosis Programming: Focuses on accelerating epidemic control, scaling up linkage to antiretroviral therapy (ART), and reducing new infections among youth and military personnel. [
- Malaria Control and Prevention: Coordinates large-scale net durability tracking and mass universal coverage distributions of long-lasting insecticidal nets. [
- Reproductive, Maternal, and Adolescent Health: Implements specialized projects like the DISC initiative to deliver self-injection contraceptive options and combat teenage pregnancies.
- Water, Sanitation, and Hygiene (WASH): Distributes affordable, solar-activated innovations like the SolarSack and clean delivery “Maama Kits” to rural mothers. [
- Reading Glasses for Improved Livelihoods: Partners with VisionSpring to run regional eye screening camps and distribute heavily subsidized vision wear to low-income adults.
