Human Capital Business Solutions Ltd is a Boutique HR Advisory Firm that specializes in strategic HR Consulting, Talent Acquisition & Development, Risk Management and Business Process Outsourced Services with our Headquarters based in Uganda and Country Office in Tanzania.

On behalf of our client in the Banking sector, we are looking for a competent and experienced Head of Risk to be based in Kampala

Reports To: Chief Executive Officer

Duty Station: Kampala, Uganda.

Job Summary: The Head of Risk is responsible for developing and maintaining a robust Enterprise Risk Management (ERM) framework to ensure effective identification, assessment, monitoring, and mitigation of all key risks facing the Bank. The role provides strategic leadership in risk governance, ensures compliance with regulatory requirements, and supports informed decision-making by the Board and Executive Management.

Main Duties and Responsibilities

Enterprise Risk Management

  • Develop and maintain the Enterprise Risk Management (ERM) framework to ensure effective identification, assessment, monitoring, and mitigation of all key risks.
  • Define and continuously monitor the Bank’s risk appetite in line with strategic objectives.

Risk Governance

  • Ensure independence of the risk management function from business activities.
  • Provide timely, accurate, and comprehensive risk reporting to the Board Risk Committee and EXCO to support informed decision-making.

Credit Risk

  • Oversee the development and implementation of credit risk policies and exposure limits.
  • Continuously monitor the loan portfolio quality to ensure sound asset performance and risk control.

Market & Liquidity Risk

  • Manage liquidity, foreign exchange, and interest rate risks.
  • Conduct regular stress testing and scenario analysis to assess the Bank’s resilience under adverse market conditions.

Operational & ICT Risk

  • Oversee operational and fraud risk management frameworks.
  • Ensure effective ICT risk management, cybersecurity controls, and system resilience across the Bank.

Internal Capital Adequacy Assessment Process (ICAAP)

  • Lead the Internal Capital Adequacy Assessment Process (ICAAP) to ensure sufficient capital coverage for the Bank’s risk profile.
  • Present findings and recommendations to relevant governance committees.

Regulatory Compliance

  • Ensure full compliance with Bank of Uganda regulations, Basel standards, and other applicable requirements.
  • Manage all audit and regulatory engagements to ensure timely resolution of findings.

Qualifications, Experience, and Skills

Academic Qualifications

  • Bachelor’s degree in Finance, Economics, Accounting, ICT, Statistics, or a related field.
  • Master’s degree in a relevant discipline.

Professional Certifications

  • FRM (Financial Risk Manager), CFA, CRM, or equivalent certification (preferred).

Experience Requirements

  • Minimum of 10 years of relevant experience in banking or financial services.
  • At least 4 years in a senior risk management role.
  • Demonstrated experience in credit risk, market risk, operational risk, and ICT risk.
  • Strong exposure to ICAAP and regulatory reporting.

  • The role operates in a dynamic banking environment requiring close collaboration with executive leadership, regulators, and cross-functional teams.
