Job Summary

The Project HSSE Implementer is responsible for implementing, monitoring, and continuously improving Health, Safety, Security, and Environmental (HSSE) standards across projects and operational activities. The role supports project teams in identifying workplace hazards, conducting risk assessments, implementing preventive and corrective measures, and ensuring compliance with company policies, statutory requirements, and industry best practices. The position promotes a proactive safety culture while supporting the successful delivery of projects in a safe, environmentally responsible, and compliant manner.

Key Deliverables
  • Implement and monitor approved HSSE plans, procedures, and requirements throughout project planning, execution, commissioning, and handover.
  • Conduct routine site inspections, safety audits, compliance assessments, and workplace observations to identify risks and recommend corrective actions.
  • Support project teams in hazard identification, risk assessments, job safety analyses, and implementation of appropriate control measures.
  • Monitor contractor HSSE performance and ensure compliance with company policies, contractual obligations, and regulatory requirements.
  • Deliver toolbox talks, safety briefings, awareness campaigns, coaching sessions, and other safety engagement activities to promote safe work practices.
  • Investigate incidents, near misses, unsafe acts, and unsafe conditions, preparing reports and supporting implementation of corrective and preventive actions.
  • Maintain accurate HSSE records, incident registers, audit reports, statistics, dashboards, and regulatory documentation.
  • Support emergency preparedness programmes by coordinating drills, response exercises, and emergency planning activities.
  • Monitor environmental compliance by supporting waste management, pollution prevention, sustainability initiatives, and environmental protection measures.
  • Provide technical HSSE guidance during project planning, execution, commissioning, maintenance, and operational activities.
  • Monitor compliance with company HSSE standards, legal requirements, and industry best practices.
  • Promote continuous improvement initiatives that strengthen safety culture, operational excellence, and HSSE performance across projects.

Qualifications

Minimum Requirements

  • Bachelor’s Degree or Diploma in Occupational Health and Safety, Environmental Management, Engineering, Risk Management, or a related discipline.
  • Professional certification in Occupational Health and Safety such as NEBOSH, IOSH, OSHA, or an equivalent qualification is an added advantage.
  • Additional training in environmental management, incident investigation, emergency response, or risk assessment is desirable.
Experience
  • Minimum of three (3) to five (5) years’ experience in HSSE, safety management, project support, construction, engineering, manufacturing, or operational environments.
  • Experience implementing HSSE management systems and monitoring regulatory compliance.
  • Experience conducting safety inspections, audits, risk assessments, and incident investigations.
  • Experience working with contractors, consultants, and multidisciplinary project teams.
  • Experience within the energy, oil and gas, manufacturing, construction, or industrial sectors is an added advantage.
Knowledge & Technical Competencies
  • HSSE management systems and international safety standards.
  • Hazard identification and risk assessment methodologies.
  • Incident investigation, root cause analysis, and reporting.
  • Safety inspections, compliance auditing, and workplace monitoring.
  • Contractor HSSE management and performance evaluation.
  • Emergency preparedness, response planning, and crisis management.
  • Environmental management and sustainability practices.
  • HSSE reporting, performance monitoring, and data analysis.
  • Knowledge of occupational safety legislation, environmental regulations, and industry standards.
  • Microsoft Office Suite and HSSE reporting systems.
Working Environment
  • Hybrid office and field-based role involving frequent travel to project sites, operational facilities, construction areas, and contractor locations.
  • Requires regular interaction with project teams, contractors, consultants, operational staff, and regulatory authorities.
  • Involves conducting inspections, audits, safety engagements, and monitoring activities within industrial and potentially high-risk environments.
  • Requires strict compliance with company HSSE policies, use of appropriate personal protective equipment (PPE), and adherence to statutory safety requirements.
  • Operates in a dynamic project environment requiring flexibility, sound judgment, and the ability to manage multiple priorities while promoting a proactive safety culture.

  • HSSE compliance levels across assigned projects.
  • Reduction in workplace incidents, near misses, and non-compliance findings.
  • Timeliness and quality of safety inspections, audits, and risk assessments.
