Job Description:

World Vision Uganda is seeking to partner with Ministry of Agriculture, Animal Industries and Fisheries(MAAIF) to implement the Uganda Climate Smart Agricultural Transformation Project (UCSATP) in the refugee settlements in northern Uganda (Adjumani or Lamwo).

 

The Uganda Climate Smart Agricultural Transformation Project seeks to transform agricultural production systems among refugee and host communities through climate-smart agriculture while strengthening resilience, livelihoods and food security.

 

To implement this project, World Vision Uganda is prepositioning staffing needs, who will be on standby for hire, dependent on WVU being awarded the consultancy.

 

Purpose of the role:

The Accountant will be responsible for the effective financial management, accounting, budgeting, reporting, and compliance functions of the Uganda Climate Smart Agricultural Transformation Project. The position will ensure that project funds are managed efficiently, transparently, and in accordance with donor regulations, organizational policies, international accounting standards, and applicable government requirements.

The Accountant will support project implementation through sound financial planning, budget monitoring, financial reporting, internal controls, and compliance management to ensure accountability and value for money.

 

Key Result Areas:

Financial Management and Accounting

  • Maintain accurate and up-to-date financial records for the project.
  • Process financial transactions including payments, receipts, journal entries, and bank reconciliations.
  • Ensure all expenditures are properly authorized, supported, and recorded.
  • Maintain project cash books, ledgers, and accounting records in accordance with organizational policies and donor guidelines.
  • Support monthly, quarterly, and annual financial closing processes.

Budget Planning and Monitoring

  • Assist in the preparation of project budgets, forecasts, and financial plans.
  • Monitor project expenditures against approved budgets and work plans.
  • Track spending trends and advise management on budget performance.
  • Prepare budget variance analyses and recommend corrective actions where necessary.
  • Ensure efficient utilization of project resources and promote value for money.

Financial Reporting

  • Prepare accurate and timely financial reports for management, donors, and other stakeholders.
  • Generate monthly, quarterly, and annual financial statements.
  • Support preparation of donor financial reports and grant compliance documentation.
  • Provide financial information and analysis to facilitate informed decision-making.
  • Ensure timely submission of all required reports.

Compliance and Internal Controls

  • Ensure compliance with donor regulations, organizational financial policies, and statutory requirements.
  • Establish and maintain strong internal control systems to safeguard project assets and resources.
  • Verify supporting documentation for all project expenditures.
  • Ensure compliance with procurement, payment, and financial management procedures.
  • Support implementation of audit recommendations and risk mitigation measures.

Audit and Risk Management

  • Coordinate internal and external audit processes.
  • Prepare audit schedules and supporting documentation as required.
  • Facilitate responses to audit findings and recommendations.
  • Assist in identifying financial risks and developing appropriate mitigation measures.
  • Monitor compliance with funding agreements and financial regulations.

Grants and Donor Financial Management

  • Support financial management of donor-funded project activities.
  • Ensure expenditures are allowable, allocable, and properly documented according to donor requirements.
  • Monitor grant utilization and compliance with funding agreements.
  • Prepare donor budget revisions and financial forecasts when required.

Asset and Inventory Management

  • Maintain accurate records of project assets and equipment.
  • Conduct periodic asset verification and inventory checks.
  • Ensure proper tagging, recording, and disposal of project assets in accordance with organizational policies.

Stakeholder Coordination

  • Work closely with project staff, procurement personnel, auditors, banks, and donors on financial matters.
  • Provide financial guidance to project teams and support financial compliance awareness.
  • Participate in project planning, review meetings, and financial management discussions.

 

Qualifications and Experience

Education

Applicants must possess:

  • A Bachelor’s Degree in Accounting, Finance, Agricultural Economics, Commerce, Business Administration (Accounting/Finance option), or a related field from a recognized institution.
  • Professional Qualifications

    Applicants must possess at least one of the following professional accounting qualifications:

  • Certified Public Accountant (CPA)
  • Association of Chartered Certified Accountants (ACCA)
  • Chartered Accountant (CA) or equivalent professional qualification

 

Experience

The ideal candidate should have:

  • A minimum of five (5) years of progressive experience in financial management and accounting for donor-funded projects.

  • Demonstrated experience managing project budgets, grants, and financial reporting requirements.

  • Experience working with international NGOs, development agencies, government-funded, or donor-funded projects.

  • Experience in financial compliance, audit coordination, and internal control systems.

  • Experience working in agriculture, food security, climate resilience, humanitarian, or refugee-related projects will be an added advantage.

  • Strong knowledge of accounting principles and financial management practices.
  • Experience in donor compliance and grant financial management.
  • Knowledge of budgeting, forecasting, and financial reporting.
  • Strong understanding of internal controls and audit requirements.
  • Familiarity with financial management systems and accounting software.
  • Ability to analyze financial information and provide strategic recommendations.

Computer Skills

  • Proficiency in Microsoft Office applications, especially Excel.
  • Experience using accounting software such as QuickBooks, Tally, Sage, SUN Systems, Navision, or similar financial management systems.
  • Familiarity with electronic financial reporting and grant management platforms is an added advantage.

 

Key Performance Indicators (KPIs)

The Accountant shall be assessed based on:

  • Accuracy and timeliness of financial reports.
  • Compliance with donor and organizational financial requirements.
  • Effective budget monitoring and expenditure control.
  • Successful completion of internal and external audits.
  • Timely processing of financial transactions.
  • Proper maintenance of accounting records and supporting documentation.
  • Efficient management and accountability of project resources.
