Company Description

The Capital Markets Authority of Uganda (CMA) is a semi-autonomous statutory body responsible for regulating, supervising, and promoting the development of the capital markets industry in Uganda. Established in 1996 under the Capital Markets Authority Act (Cap 84), the authority operates under the direct financial policy oversight of the Ministry of Finance, Planning and Economic Development. Led by Chief Executive Officer Josephine Okui Ossiya, the CMA acts as the principal financial architecture guardian tasked with protecting investor interests, enforcing market integrity, and reducing systemic risks across the national economy. 
The primary operational mandate of the CMA is to create an orderly, fair, transparent, and efficient marketplace for long-term corporate and public investment. To achieve this, the authority approves all public security listings, evaluates corporate prospectuses, and issues operational licenses to market intermediaries, including broker-dealers, investment advisers, fund managers, and collective investment scheme (CIS) managers. It actively oversees registered financial platforms, primarily providing strict regulatory oversight for the Uganda Securities Exchange (USE) and the ALTX East Africa Securities Exchange. 
The regulatory scope of the CMA has expanded into a sophisticated ecosystem comprising 163 licensed market players. The authority has overseen substantial domestic growth, with Collective Investment Scheme assets under management (AUM) surging to UGX 5.66 trillion, alongside an expanding digital tracking base of over 254,000 Securities Central Depository (SCD) accounts. Driven by stringent legal enforceability and strong macroeconomic management, the CMA’s regulatory framework has enabled Uganda to consistently maintain top rankings within East Africa on the Absa Africa Financial Markets Index
The CMA launched a five-year strategic blueprint targeting the period through 2029/30, explicitly designed to catalyze public participation and harness long-term financing to scale Uganda’s economy. This aggressive development roadmap centers on leveraging technology for digital market efficiency, expanding innovative financial products like Real Estate Investment Trusts (REITs), and running mass financial literacy campaigns alongside major media partners like Vision Group. Through these collaborative initiatives, the authority aims to de-risk investment avenues, eradicate predatory unapproved scams, and transform the capital markets into a primary funding engine for national industrialization.
