Literacy and Adult Basic Education (LABE) Uganda is an indigenous, non-governmental organization (NGO) dedicated to empowering marginalized communities through innovative, intergenerational family learning opportunities. Founded in 1989, the organization promotes literacy practices for lifelong learning. It heavily prioritizes early childhood care and development, after-school learning support, and basic adult education, particularly across underserved, rural, and refugee-hosting communities.

Operationally, the NGO stands out for its unique Family Basic Education (FABE) approach, which addresses the learning needs of both parents and children simultaneously. A cornerstone of their work is the highly successful Home Learning Centre (HLC) model, an initiative where safe, inclusive spaces are established in villages to encourage early childhood development through play using handcrafted local materials. This specialized framework has drawn immense national acclaim, prompting Uganda’s Ministry of Gender, Labour, and Social Development to actively structure a plan to scale the HLC model into a nationwide program.
To sustain its multi-district community projects, LABE implements localized economic initiatives, such as linking adult literacy classes to Village Savings and Loans Associations (VSLAs) to help rural families build financial literacy alongside baseline reading skills. The group executes long-term interventions backed by substantial financing from international organizations, including UNICEF and the Conrad N. Hilton Foundation—the latter awarding a $2.5 million grant to scale their early childhood and livelihood models through 2030. Additionally, the entity actively collaborates with the Ministry of Education and Sports to enforce macro-level systemic change, playing a prominent role in the official rollout of Uganda’s historic National Early Childhood Care and Education (ECCE) Policy.
