Company Description

The Ministry of Lands, Housing and Urban Development (MLHUD) is a cabinet-level government ministry responsible for policy direction, setting national standards, and coordinating all matters concerning land management, housing provision, and urban development in Uganda. Headquartered at Century Building on Plot 13/15 Parliament Avenue in Kampala, the ministry operates with the core mission of ensuring sustainable land management, planned urban and rural development, and decent housing for all citizens.
The ministry is structured politically under the leadership of a Cabinet Minister, a position currently held by Hon. Judith Nabakooba, who provides overall strategic guidance. She is supported by three Ministers of State: Hon. Harriet Ntabazi (Lands), Hon. Persis Namuganza (Housing), and Hon. Margaret Muhanga Mugisa (Urban Development). Operationally and technically, the institution is overseen by the Permanent Secretary, Mrs. Dorcas W. Okalany, who serves as the Chief Executive Officer and Accounting Officer.

Administratively, MLHUD is divided into three core directorates: Land Management, Housing, and Urban Development & Physical Planning. These directorates house vital technical departments, such as the Office of Titles (Land Registration), Land Administration, Surveys and Mapping, and Human Settlements. Through these arms, the ministry spearheads the Uganda National Land Information System (NLIS), regulates territorial boundaries, issues land certificates, and enforces the physical planning guidelines that regulate growing municipalities. 
To address persistent challenges like informal slum growth and tenure insecurity, the ministry implements targeted structural reforms. These include the systematic registration of bibanja (untitled land) holders to minimize evictions and land disputes across rural regions. The ministry also coordinates closely with local government councils and frequently posts strategic administrative and engineering project vacancies on portals like Great Uganda Jobs to drive large-scale public housing and urban infrastructure initiatives.
