Amuru District is located in the Acholi sub-region of northern Uganda and was established in 2006 after being carved out of Gulu District. The district borders Gulu City to the south, Nwoya District to the west, Lamwo District to the north, and Pader District to the east. Amuru is largely rural, with livelihoods predominantly based on agriculture, livestock rearing, and small-scale trade. The district also hosts parts of Murchison Falls National Park, making tourism and conservation important contributors to its local economy, alongside ongoing post-conflict recovery and development efforts.

Amuru District Local Government is mandated to plan, coordinate, and deliver public services in line with Uganda’s decentralization framework. Through its political leadership headed by the District Chairperson and the technical administration led by the Chief Administrative Officer, the Local Government oversees sectors such as education, health, production and marketing, works and technical services, community development, and natural resources management. The district focuses on improving service delivery, promoting sustainable livelihoods, strengthening local governance, and supporting social and economic transformation of communities.

The Amuru District Service Commission is a constitutional body established under Article 198 of the Constitution of the Republic of Uganda. Its mandate is to manage human resources for the district public service by handling the recruitment, appointment, confirmation, promotion, discipline, and retirement of public officers. Operating independently, the Commission ensures that all human resource decisions are conducted in a transparent, fair, and merit-based manner, thereby supporting effective service delivery and strengthening accountability and professionalism within Amuru District Local Government.
