 is situated in the Eastern Region of Uganda, specifically within the Bukedi sub-region. Created on July 1, 2005, after being carved out of Tororo District, it covers an area predominantly inhabited by the Banyole people, whose language, Lunyole, is a central part of the area’s cultural identity. The district is characterized by a landscape of vast wetlands and fertile floodplains, largely influenced by the River Manafwa which flows from the Mount Elgon highlands toward Lake Kyoga. This geography has shaped the district into a major administrative and social hub, with its headquarters located in Butaleja Town Council and other significant urban centers like Busolwe, which hosts the district’s primary general hospital.

The economy of Butaleja is heavily anchored in subsistence and commercial agriculture, with rice cultivation being its most defining feature. The district is home to the Doho Rice Scheme, one of Uganda’s largest and oldest irrigation projects, covering over 2,500 hectares and supporting thousands of smallholder farmers. While rice is the primary cash crop and a staple for many households, the district also produces millet, maize, sweet potatoes, and beans. Recently, there has been a significant push from the government for agricultural diversification to protect the fragile wetland ecosystems and improve household incomes. Despite its agricultural productivity, the district faces challenges such as high population density and seasonal flooding, which local leaders manage through various development initiatives and infrastructure projects.
The Butaleja District Service Commission (DSC) is a statutory body established under the Constitution of Uganda and the Local Governments Act to manage human resources within the local government. Its primary mandate is to ensure that the district has a competent and disciplined workforce by overseeing the recruitment, confirmation, promotion, and disciplinary control of all local government employees, excluding those appointed directly by the central government. The commission is responsible for advertising job vacancies, conducting interviews, and making recommendations for appointments based on merit and established public service guidelines. By maintaining standards of professionalism and accountability, the District Service Commission plays a critical role in ensuring that essential services in sectors like health, education, and engineering are delivered effectively to the people of Butaleja.
