Financial Sector Deepening (FSD) Uganda is an independent, non-profit institutional think-and-do-tank dedicated to promoting greater financial inclusion and the development of a robust financial sector in Uganda. Established in 2015, the organization collaborates with both public and private market actors to address structural constraints that prevent unserved and underserved populations from accessing formal financial products. Funded by international development partners, FSD Uganda operates its central administrative headquarters from Plot 20B, Kawalya Kaggwa Close in Kololo, Kampala. [
The organization applies a comprehensive Market Systems Development (MSD) approach to catalyze long-term, scalable modifications within the country’s economic framework. By targeting low-income individuals, micro, small, and medium enterprises (MSMEs), smallholder farmers, women, youth, and refugee communities, FSD Uganda helps reduce socioeconomic vulnerability to financial shocks. The company integrates its initiatives with national targets, driving strategic policies that expand upward economic mobility and sustainable livelihoods.
To bridge critical information gaps, FSD Uganda conducts extensive market research and directly funds the nationwide FinScope Uganda status survey, providing essential demand-side data utilized by commercial networks and regulators for evidence-based decision-making. Furthermore, the entity acts as an ecosystem accelerator by offering catalytic grants and technical assistance to fintech firms and traditional financial institutions. This targeted support has backed notable institutional milestones, including assisting the Uganda Bankers’ Association (UBA) in building its shared agent banking platform.
The core developmental programs, strategic intervention frameworks, and advisory services deployed by FSD Uganda encompass:

- Refugee & Savings Group Linkages: Targeted micro-lending pilot programs designed to safely integrate localized informal savings groups with commercial banking services.
