 is located in Western Uganda within the Bunyoro sub-region and was officially established on July 1, 2018, after being carved out of Hoima District. The district headquarters are situated in Kikuube Town Council, approximately 25 kilometres southwest of Hoima City, and recently benefited from a multi-billion shilling administration block commissioned to centralize and improve service delivery. Geographically, the district is defined by its diverse landscape, which includes the fertile plains of the Albertine Rift and a significant portion of Lake Albert, making agriculture and fishing the primary economic drivers for its residents.

The local economy is predominantly agricultural, with 90% of the population engaged in farming crops such as maize, beans, rice, coffee, and tobacco. Additionally, the district is a major player in the industrial sector through the presence of Hoima Sugar Limited and the Bugambe Tea Estates, alongside burgeoning opportunities in the oil and gas sector due to its proximity to the Albertine oil fields. Kikuube also plays a vital role in regional humanitarian efforts as it hosts the Kyangwali Refugee Settlement, which is one of the fastest-growing settlements in Uganda, hosting over 120,000 refugees primarily from the Democratic Republic of Congo.
The Kikuube District Service Commission (DSC) is the statutory body mandated by the Constitution of Uganda and the Local Governments Act to manage the district’s human resource functions. Its primary responsibilities include the recruitment, confirmation, promotion, and disciplinary control of all local government employees to ensure a competent workforce for public service delivery. Since its inception, the commission has faced significant challenges, including a period of suspension in 2020 due to allegations of bias and subsequent staff shortages that hindered the district’s ability to spend its allocated wage budget. Today, the commission is tasked with filling critical staffing gaps in departments such as engineering and health while upholding principles of transparency and merit-based recruitment to regain public trust.
