The Ministry of Health (MoH) serves as the strategic guardian of Uganda’s health sector, providing the essential leadership and stewardship required to protect the well-being of all citizens. Guided by a vision of a resilient, people-centered system, the Ministry focuses on achieving Universal Health Coverage through evidence-based policies and technically sound strategies. It functions as the primary authority for policy development, quality assurance, and resource mobilization, ensuring that health equity remains at the forefront of the national agenda while providing critical advisory support to other government agencies and departments.
The operational core of the Ministry involves the comprehensive management of the national health infrastructure, ranging from human resource deployment to the steady supply of essential medicines and data. The MoH is responsible for high-level coordination of emergency preparedness, epidemic prevention, and technical support supervision across a tiered system of national and regional hospitals. By implementing a medium-term facility development plan and refining the national referral system, the Ministry actively works to strengthen the capacity of health facilities to combat life-threatening conditions, with a specific focus on reducing maternal and childhood mortality rates.
Uganda’s expansive national health system is overseen by the Ministry and encompasses a diverse landscape of public and private actors, including the medical services of the armed forces and various private-not-for-profit organizations. While the government manages approximately 66% of service delivery outlets, the Ministry also delegates specialized functions to autonomous institutions such as the National Medical Stores and the Uganda Blood Transfusion Service. Regulatory and research activities are further streamlined through professional councils and national laboratories, creating a unified framework that integrates traditional, complementary, and modern medicine to sustain good health for everyone living in Uganda.
