Company Description

The Mpigi District Service Commission (DSC) is a statutory body established under Article 198 of the Constitution of Uganda and the Local Governments Act to manage human resources within the district local government. It is mandated to handle the recruitment, appointment, and confirmation of civil servants, as well as to exercise disciplinary control and process retirements for staff in the district’s service. While the commission operates independently in its decision-making, it must conform to the standards and guidelines established by the national Public Service Commission.

The commission typically consists of five members, including a Chairperson and four others, who must be persons of high moral character and proven integrity. These members are appointed by the Mpigi District Council upon the recommendation of the District Executive Committee, following approval from the national Public Service Commission. To ensure broad representation, at least one member must represent urban authorities, at least one-third of the members must be women, and at least one person with a disability must be included. Members serve a four-year term, renewable once.
In its day-to-day operations, the DSC acts upon requests and submissions from the relevant district council. Its core activities involve advertising vacancies, shortlisting candidates, and conducting interviews to fill positions across various departments like health, education, and community services. The commission also plays a critical role in career progression by reviewing staff for promotions and regularization, ensuring that the district workforce is competent and motivated to meet the developmental goals of Mpigi.
