Company Description
The National Curriculum Development Centre (NCDC) is an autonomous government body under the Ministry of Education and Sports, established in 1973. Its primary mandate is to design, develop, and implement the national curricula for various levels of education, including pre-primary, primary, secondary, and some tertiary levels. Headquartered in Kyambogo, Kampala, the centre acts as the chief architect of what learners are taught in Ugandan schools, ensuring that the content remains relevant to the country’s socio-economic needs and global standards.
The NCDC is currently spearheading the implementation of the New Lower Secondary Curriculum (NLSC), which moved away from a purely academic approach toward a competency-based model. This curriculum emphasizes “learner-centered” activities, critical thinking, and the integration of vocational and life skills alongside traditional subjects. To support this transition, the centre has been actively producing and distributing instructional materials, such as learner’s textbooks and teacher’s guides, while training educators nationwide on the new assessment methods which include continuous classroom-based evaluation.
In addition to secondary education, the NCDC oversees the development of the primary school curriculum and the “early childhood development” framework. The centre conducts regular research to identify gaps in the current education system and updates syllabi to include emerging issues such as digital literacy, climate change, and financial awareness. By collaborating with the Uganda National Examinations Board (UNEB), the NCDC ensures that the exams students sit for are perfectly aligned with the learning outcomes and competencies defined in the national curriculum.

- Instructional Materials: Evaluating and authorizing textbooks and digital learning resources to be used by students and teachers.
- Teacher Training: Organizing orientation workshops and “training of trainers” sessions to help educators implement new curriculum changes.
- Vocational Integration: Designing curricula for BTVET (Business, Technical and Vocational Education and Training) to enhance youth employability.
- Quality Assurance: Monitoring schools to assess the effectiveness of the curriculum and making necessary adjustments based on feedback from learners and the public.
