Company Description
The Office of the Prime Minister (OPM) is the central government institution responsible for the coordination, implementation, supervision, and monitoring of all government ministries, departments, and agencies (MDAs) in Uganda. Mandated by Article 108A of the Constitution of Uganda, the OPM functions as the engine of public service delivery to ensure alignment with national development priorities and political directives. The institution is administratively headquartered at the Twin Towers on Plot 9-11 Sir Apollo Kaggwa Road in the central division of Kampala.
The entity acts as the leader of the Executive arm of government, managing strategic implementation systems that bridge legislative policies with local outcomes. Under its extensive oversight role, the agency evaluates the operational productivity of local government administrative branches using data-driven tools like the Local Government Management of Service Delivery (LGMSD) Performance Assessment framework. These targeted evaluations provide vital incentives, institutional rewards, and systemic sanctions aimed at optimizing public spending efficiency within education, healthcare, and infrastructure.
Furthermore, the OPM holds the unique statutory portfolio for managing national disaster resilience and driving large-scale humanitarian response frameworks. Its specialized directorates manage the settlement, feeding, and identification procedures for regional refugees fleeing geopolitical conflicts, running specialized sub-offices across regional hubs like Hoima, Gulu, and Arua. To build long-term social stability, the office also spearheads affirmative action initiatives, orchestrating multi-sector socio-economic development interventions tailored for vulnerable sub-regions like Karamoja, Luwero-Rwenzori, and Northern Uganda.
