Rubanda District is located in South Western Uganda and was created in 2016 after being carved out of Kabale District. The district is largely mountainous, forming part of the Kigezi highlands, and is known for its cool climate, fertile volcanic soils, and scenic landscapes. Agriculture is the mainstay of the local economy, with key activities including the cultivation of Irish potatoes, beans, peas, vegetables, and small-scale livestock rearing.

Rubanda District Local Government operates within Uganda’s decentralised governance framework and is responsible for coordinating development planning and delivering essential public services. These services span education, health, agriculture, roads, water and sanitation, and community development, with a strong emphasis on poverty reduction, food security, and sustainable use of the district’s fragile highland environment.

Rubanda District Service Commission is charged with the management of human resources for the district public service. Its mandate includes recruitment, appointment, confirmation, promotion, and disciplinary control of staff in accordance with the Constitution and relevant laws. Through this role, the Commission ensures that qualified and competent personnel are deployed to support effective service delivery and good governance in Rubanda District.
