Company Description

Soroti District is one of the key administrative and economic centers of the Teso sub-region in Eastern Uganda. Historically, Soroti served as the heart of the wider Teso District before a number of new districts were created from it, making it a foundational pillar of local governance in the region. The district is predominantly agrarian, with the majority of households engaged in crop farming, livestock rearing, and small-scale trade. Soroti’s strategic location along major transport routes has also enabled it to grow into a commercial and service hub for surrounding districts, supporting markets, agro-processing, education, and health services that serve a wide rural population.

Soroti District Local Government operates within Uganda’s decentralised governance framework, which was designed to bring decision-making, service delivery, and development planning closer to the people. Through its political leadership and technical departments, the District is responsible for planning, budgeting, and implementing public services in key sectors such as education, health, works, agriculture, and community development. The Local Government coordinates lower local governments, supervises service delivery institutions, and ensures that national policies are translated into practical actions that respond to the needs and priorities of the people of Soroti. Its role is not only administrative but also developmental, aimed at stimulating local economic growth and improving living standards across both urban and rural areas of the district.

Within this system, the Soroti District Service Commission plays a critical institutional role in safeguarding the quality and integrity of the district’s public service. The Commission is an independent body established under the Constitution of Uganda and the Local Governments Act, mandated to manage human resources for the district. Its core responsibility is to recruit, appoint, confirm, promote, and exercise disciplinary control over public officers in the district service, excluding political offices and certain national cadres. By doing so, the Commission ensures that qualified, competent, and ethical personnel are placed in positions where they can effectively deliver services to the public.

Through transparent and merit-based recruitment processes, the Soroti District Service Commission directly contributes to strengthening governance and service delivery in the district.
