Company Description
ThinkWell is a global health systems development organization that specializes in health financing and governance reforms to achieve universal health coverage. Operating in over 30 countries, ThinkWell established a prominent country office in Uganda, located in Nakasero, Kampala. The organization acts as a key technical partner to the Ugandan government, focusing on restructuring how healthcare funds are managed, distributed, and utilized to ensure equitable access to quality healthcare across the nation.
In Uganda, a primary focus of ThinkWell’s work has been the Strategic Purchasing for Primary Health Care (SP4PHC) initiative, supported by the Bill & Melinda Gates Foundation. Strategic purchasing aims to maximize the impact of limited public resources by linking funding directly to facility performance and service quality. ThinkWell has worked closely with the Ministry of Health (MOH) to assess the national purchasing landscape, analyze health financing flows, and evaluate donor-supported initiatives like results-based financing (RBF) for essential health services.
Recognizing that the private sector provides a massive share of healthcare services in urban centers like Kampala, ThinkWell actively designs public-private integration frameworks. A key example is the co-development of the K-CARE purchasing model alongside the Kampala Capital City Authority (KCCA). This model maps and contracts accredited private healthcare providers to deliver subsidized maternal, newborn, and child health (MNCH) services, successfully reducing overcrowding and congestion in public referral facilities.
Beyond system redesign, ThinkWell Uganda remains embedded in policy analysis and local capacity building. They provide operational insights into critical legislative shifts, such as evaluating regional setups to inform Uganda’s ongoing plans for a National Health Insurance Scheme (NHIS). By continuously leveraging localized research, tracking family planning fund flows, and advising on government-to-government (G2G) payment verification, ThinkWell helps Uganda transition toward a more resilient, self-sustaining healthcare system.
