Company Description

The Uganda Nurses and Midwives Council (UNMC) is a semi-autonomous health professional regulatory and supervisory body operating under the Ministry of Health. Initially rooted in administrative structures dating back to 1922, the modern Council was officially established as a corporate statutory entity by The Nurses and Midwives Act of 1996 (Cap 274). Its fundamental mandate is to establish, regulate, and supervise the standards of the nursing and midwifery professions across the country to safeguard public safety and ensure quality healthcare delivery.
The operational scope of UNMC revolves tightly around licensure, professional accreditation, and discipline. The Council manages the official registry rolls of all qualified nurses and midwives in Uganda, conducts mandatory registration interviews, and issues essential three-year practicing licenses. Furthermore, its internal boards are legally empowered with High Court subpoena powers to form disciplinary committees that investigate professional malpractice, handle ethical violations, and, when necessary, revoke practicing certificates to protect patients.
To maintain strict medical competencies over time, the Council implements a comprehensive Continuing Professional Development (CPD) framework. Under this framework, registered nurses and midwives are mandated to complete a specific quota of accredited training units over a three-year period to qualify for online license renewals. By introducing these ongoing training benchmarks and launching research publications like the Uganda Journal of Nursing and Midwifery, UNMC actively fosters long-term professional development and clinical research within the workforce.
Financially and managerially led by a Registrar appointed by the Health Service Commission, the Council coordinates its extensive nationwide operations from its headquarters in Kampala. To scale its public service capabilities beyond the capital, UNMC manages 13 regional satellite centers in strategic hubs such as Mbale, Gulu, Hoima, Mbarara, Masaka, and Fort Portal. These satellite hubs are structurally equipped with the Council’s digital Online Registration and Licensure System (ORLS), enabling regional health practitioners to easily resolve system inquiries, navigate credentialing, and stay updated on evolving national nursing guidelines
