Company Description
The Uganda National Council for Science and Technology (UNCST) is a semi-autonomous government agency established in 1990 by an Act of Parliament (CAP 209 of the Laws of Uganda) to integrate science and technology into the country’s socio-economic development process. Operating under the Ministry of Science, Technology and Innovation (MOSTI), the council acts as the principal advisor to the government on all policy matters regarding research, technological advancement, and indigenous innovation. The apex institution coordinates national research and development frameworks from its primary headquarters situated on Plot 6, Kimera Road in Ntinda, Kampala.
The primary operational mandate of the council revolves around the regulation, clearance, and ethical supervision of all scientific research conducted across the country. Under its strict supervisory framework, UNCST licenses specialized Research Ethics Committees (RECs), manages intellectual property rights, and handles the national patent verification registry to protect Ugandan innovations. To optimize scientific safety and streamline compliance, the council partnered with the National Drug Authority (NDA) and Uganda National Health Research Organization (UNHRO) to issue the comprehensive National Guidelines for Joint Scientific and Ethical Review of Research.
The agency is guided by its newly rolled-out Five-Year Strategic Plan (2025/2026–2029/30), which aligns directly with the Fourth National Development Plan (NDP IV) and Uganda Vision 2040. Managed under the leadership of Executive Secretary Dr. James Kisaale and 5th Governing Council Chairperson Prof. Rhoda Wanyenze, this future-focused roadmap drives digital infrastructure modernization and competitive research funding. A major milestone under this modern strategy is the official implementation of the UNCST Open Science Policy, establishing a universal, transparent framework to promote equitable, FAIR, and CARE-compliant data sharing across academic institutions.
On a regional and international scale, UNCST actively collaborates with global networks to accelerate technology transfer and transition Uganda toward a knowledge-based industrial economy. As a prominent member of the Science Granting Councils Initiative (SGCI), the council awards competitive research grants to local innovators, with a heavy emphasis on strengthening public-private partnerships across manufacturing and agricultural value chains. To enhance domestic visibility for local inventors, the entity routinely hosts pan-African research conferences and is currently compiling the National Innovations Directory to map out and profile grassroots scientific talent nationwide
