Company Description

The Zombo District Service Commission (DSC) is a statutory body established under the Constitution of Uganda and the Local Governments Act. Its primary mandate is to manage the human resource requirements of the Zombo District Local Government. By ensuring that the district is staffed with qualified, competent, and ethical professionals, the commission plays a foundational role in the delivery of public services such as education, healthcare, and infrastructure development in the West Nile sub-region.
The commission operates with autonomy to ensure that the recruitment, promotion, and disciplinary processes for civil servants are conducted transparently and based on merit. It is responsible for advertising vacant positions, shortlisting candidates, and conducting interviews for roles ranging from parish chiefs and healthcare workers to teachers and administrative officers. While independent, it follows the national guidelines and standards set by the Public Service Commission and the Ministry of Public Service.
In addition to hiring, the Zombo DSC is tasked with the long-term management of the district’s workforce. This includes confirming staff after their probationary periods, overseeing career advancement through promotions, and exercising disciplinary control over officers who violate the public service code of conduct. The commission also facilitates the retirement process, ensuring that the service records of retiring civil servants are properly handled for pension and gratuity payments.
  • Recruitment and Appointments: Identifying staffing gaps, advertising jobs, and selecting the most qualified candidates to fill essential roles within the district.
  • Promotion and Confirmation: Reviewing the performance of employees to confirm their permanent status or elevate them to higher administrative levels.
  • Disciplinary Control: Investigating reports of professional misconduct or negligence and applying appropriate sanctions, including warnings or dismissals.
  • Personnel Planning: Advising the District Council and the Chief Administrative Officer (CAO) on the staffing structure and human resource needs of the district.
  • Retirement Management: Overseeing the transition of civil servants out of active duty and ensuring their exit from the payroll is handled according to legal requirements.
