Job Description

The project “Water Supply and Sanitation for refugee settlements and host communities in Northern Uganda” is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) and co-financed by the European Union (EU). The project is part of the BMZ special initiative “Displaced Persons and Host Countries”. Key implementing partner is the Ministry of Water and Environment (MWE), together with its decentralized agencies, including water utilities such as Northern Umbrella of Water and Sanitation (NUWS) and National Water and Sewerage Corporation (NWSC). Other partners include the Office of the Prime Minister (OPM) and its Comprehensive Refugee Response Framework (CRRF) secretariat, and the District Local Governments of the implementation districts. The geographical implementation area is in the refugee hosting districts Yumbe, Madi Okollo, Terego and, to a limited extent, Kiryandongo with a focus on the four refugee settlements (Imvepi, Rhino, BidiBidi and, to a limited extent, Kiryandongo). The WatSSUP Offices are in Arua, Lira and Kampala.

Within the context of CRRF implementation, the objective of the WatSSUP project is to support the Government of Uganda, through the Ministry of Water and Environment, in establishing service delivery for water supply and sanitation in selected refugee settlements and host communities in line with the Water and Environment Refugee Response Plan (WESRRP) and international refugee strategies. The aim of the project is to ensure sustainable water and sanitation services in selected refugee settlements and host communities through supporting the transition from humanitarian-led water supply to government-owned utilities (Utility Model).

GIZ WatSSUP is recruiting an Advisor to to support the management of financing instruments, especially Grant agreements and Local Contributions. The advisor  will liaise closely with all thematic Outputs of the project who work at National (Outputs 1,4), Regional (Output 2), District (Output 3,4), Community (Output 5) level and additionally to project support to the CRRF secretariat, shall oversee financial instruments provided through the Study and Expert Fund (SFF) in support to the CRRF Secretariat.



Knowledge, skills and competences
  • Strong communication skills and ability to network and manage multi-stakeholder processes, build and maintain professional relationships with government, humanitarian and development partners as well as private sector.
  • Excellent knowledge of MS Office (especially Word, Excel, PowerPoint), proficient use of online meeting tools such as MS Teams, Webex etc.
Responsibilities

A.  Key Responsibilities

The Advisor will ensure;

  • Preparation of financing contracts (grant agreements, local contributions/subsidies).
  • Providing technical guidance and financial management support to partner organisations on finance and contract matters.
  • Providing administrative support for project-related events and activities, specifically in West Nile. 

B.   Specific Tasks

1.    Preparation of Grant agreements and Local contributions

  • Conducting Commercial Eligibility Checks for potential recipients of financing agreements, grant agreements, and local contributions as per GIZ guidelines.
  • Preparing tender processes relevant to the financial agreements for the programme.
  • Assessing budgets of potential programme partners regarding plausibility.
  • Collaborate with the relevant service unit for the finalisation of the financial agreements.

2.    Providing Technical guidance to partner organizations on finance and contract issues

  • Orientation sessions on GIZ regulations for contractual partners.
  • Accompanying implementation and providing advice on finance and contract issues as needed.
  • Conducting spot checks on partner organizations
  • Review of accountability documentation from partner organizations.

3.    Communication

  • Ensuring regular, transparent, and pro-active communication within the programme financial team and the programme management.
  • Ensuring regular, transparent, and pro-active communication with the GIZ Uganda’s administration and finance unit.
  • Ensuring documentation of financial and contractual processes.
  • Identify, document, and share best experiences and lessons learned from the grant agreements and local contributions.

4.    Project Inventory and Management

  • Maintaining the inventory for the WatSSUP programme.
  • Assisting Finance management Staff with inventory management.

Other Duties/Additional Tasks

  • Any other responsibilities as assigned by Management.
Qualifications
  • Bachelor’s degree in Business Administration, Economics, project management, Public Administration, or a related field.
Details of experience
  • 5 years of professional experience in a similar position for GIZ related projects, donor agencies, non-governmental organizations or other international organizations.
  • Experience in providing capacity development on finance and administration topics in Uganda with Ministries, Government MDAs, or District local Governments.
  • Experience working with the MWE and its agencies or experience in the WASH sector is preferred.
  • Experience with administration of co-financing arrangements
