Applications forms/Public Service Commission form 3 (2008 Revised) in triplicate (original hand written and PSC Summary form one only) should be submitted to the Secretary, Moroto District Service Commission P.O BOX 4, MOROTO, to reach the Secretaries Office not later than Friday 18th January 2026 by 5:00 pm.
Application forms should bear the reference number of the post applied for and have Certified photocopies of academic documents, CVs, IDs and any other relevant documents as well as recent passport size photograph be attached to each form.
Those already in Government Service should route their applications through their respective Heads of Departments who must be informed of the closing date to avoid delays.

Job Title: Community Development Officer
Salary Scale: U5
Reports To: Senior Community Development Officer / Chief Administrative Officer
Responsible For: Community Development Assistants; Field Officers
Job Purpose
To plan, coordinate, and implement community development programmes and initiatives in line with national policies and district development plans.
Key Outputs
- Community development policies and programmes implemented;
- Community mobilisation and sensitisation activities conducted;
- Capacity building for community groups and leaders facilitated;
- Reports on community development activities prepared and submitted;
- Stakeholder engagement and coordination maintained; and
- Community development projects monitored and evaluated.
Key Functions
- Planning and implementing community development programmes;
- Mobilising communities for participation in development activities;
- Providing technical support and guidance to community groups and leaders;
- Monitoring and evaluating community development projects;
- Preparing and submitting reports on community development activities;
- Coordinating with other stakeholders and departments; and
- Promoting community participation and ownership of development initiatives.
Person Specifications
(i) Qualifications
- Should hold a Bachelor’s Degree in Social Sciences, Community Development, Sociology, or a related field from a recognised University or Institution.
(ii) Experience
- A minimum of five (5) years working experience in community development or a related field, with demonstrated experience in project implementation and community mobilisation.
(iii) Competencies
- Community mobilisation and engagement;
- Project planning and management;
- Communication and facilitation skills;
- Ethics and integrity;
- Leadership;
- Problem-solving; and
- Accountability.
