Project Background
Data-Activated Architecture for Resilient Transition (DART) supports the Ministry of Health (MOH) to strengthen and scale interoperable, fit-for-purpose digital health systems. The project supports facility digitization and EMR readiness; National Data Warehouse (NDWH) stabilization; data-center design and cybersecurity; Health Information Exchange (HIE) operations and priority integrations; workforce certification; survey modernization; responsible AI adoption; and service-delivery data reporting performance. The project is designed to build on MOH-owned systems, repositories, standards, and governance structures, with progressive transfer of capability to government and Ugandan institutions. Project period is anticipated 2026–2030, beginning with a six-month foundation phase.
Note: All positions are subject to award, final organizational design, and Palladium hiring procedures. Reporting lines may be adjusted during mobilization. “MOH” includes the responsible Directorate/Department of Health Informatics (DHI) and other government units as applicable.
Position Summary
The Data Use Advisor leads DART’s work to convert digital-system data into routine management action at national, regional, district, and facility levels. The position supports data-use clinics, performance reviews, dashboard interpretation, decision tracking, and feedback loops so the project measures success through improved use and performance—not only system deployment.
Location:
This role and project will be based out of Kampala, Uganda with national and regional travel as required. Candidates must have current work authorization in Uganda as visa sponsorship cannot be considered.
Reporting And Supervision
- This role will report to the Country Lead, DART
Primary Responsibilities
- Design and implement a data-use and performance-improvement approach for national and subnational stakeholders
- Facilitate MOH-led data review meetings, district performance reviews, data-use clinics, and root-cause analysis sessions
- Support use of dashboards and reports for EMR adoption, reporting timeliness, surveillance performance, community reporting, facility readiness, and system performance
- Help teams translate evidence into prioritized improvement actions, responsible owners, deadlines, and follow-up tracking
- Support development of decision-oriented products for MOH leadership, DHI, program managers, district health teams, and facilities
- Coordinate with analytics and data quality teams to ensure dashboards are understandable, action-oriented, and responsive to user needs
- Document learning, implementation lessons, successful practices, and adaptive management decisions Strengthen local facilitation capacity so MOH and districts can sustain data-use processes independently
Qualifications And Experience
- Master’s or Bachelor’s degree in public health, health informatics, epidemiology, monitoring and evaluation, statistics, or related field
- At least 5 years of experience in data use, performance improvement, M&E, health information systems, or health systems strengthening
- Demonstrated experience facilitating data review meetings, quality-improvement processes, and capacity-building activities
- Familiarity with DHIS2, EMRs, dashboards, and routine health data is strongly preferred.
- Strong facilitation, analytical, presentation, and stakeholder-engagement skills
- Professional fluency in English
