Job Description

Consultancy to equip participants with practical capabilities to identify, develop and commercialize technology-enabled solutions, digital products, services and business models that respond to market needs and create sustainable enterprise opportunities.

1. Assignment Information

2. Background

Mbuya Graduate Transition Centre (MGTC) is a specialized Business Development Services (BDS) institution in Mbuya, Kampala, supporting graduates to transition from education into employment, entrepreneurship and enterprise growth through an intensive programme built around structured Career Pathways, Innovation Labs, Peer Accountability Groups and applied learning.

The Digital Innovation component recognizes that technology and digital tools are increasingly important in improving how enterprises develop products, reach customers, deliver services, manage operations and access markets. Digital innovation can create entirely new businesses while also helping existing enterprises improve efficiency, customer experience and competitiveness.

The component therefore focuses on helping participants identify practical opportunities to use digital technologies to solve real customer and business problems. Participants will be guided through problem identification, customer discovery, digital solution development, prototyping, testing, digital business models, online marketing, e-commerce, automation, data use and commercialization.

The emphasis is on practical and market-oriented innovation rather than technology for its own sake. Participants should be able to connect digital tools and solutions to clearly defined customer needs, measurable business value and sustainable revenue opportunities.

MGTC seeks an experienced Digital Innovation Facilitator to lead this component.

3. Objective of the Assignment

The objective of this assignment is to equip participants with practical capabilities to identify digital opportunities, develop technology-enabled solutions and build commercially viable digital products, services and business models.

The Consultant will guide participants through digital opportunity identification, customer discovery, solution design, prototyping, testing, digital business models, online marketing, e-commerce, automation, data utilization and commercialization, while working with other facilitators to maintain an integrated enterprise-development perspective.

4. Scope of Work

The Consultant will undertake the following responsibilities.

Guide participants to identify business and customer problems that can be addressed through digital technologies and innovative technology-enabled solutions.
Support participants to assess digital opportunities against customer demand, technical feasibility, affordability, accessibility, investment requirements, scalability and potential commercial returns.
Guide participants through customer discovery, problem validation and user research to ensure digital solutions respond to genuine market needs.
Support participants to design and develop digital products, services, platforms and technology-enabled business models appropriate to their target markets.
Guide participants in developing prototypes, minimum viable products (MVPs), demonstrations and other appropriate forms of early-stage digital solutions.
Support participants to test, evaluate and refine digital solutions using customer feedback and evidence from the market.
Guide participants in identifying appropriate technologies, platforms, software and digital tools that can improve enterprise productivity, service delivery, customer engagement and market access.
Support participants to explore appropriate applications of artificial intelligence, automation, data analytics, cloud-based tools and other emerging technologies where relevant to their enterprise ideas.
Guide participants in developing digital business models, including value propositions, customer segments, channels, revenue streams, key resources and partnerships.
Support participants to develop practical digital marketing strategies, including social media, content, search visibility, online customer engagement and other appropriate channels.
Guide participants in exploring e-commerce and digital sales opportunities, including online product presentation, customer acquisition, payment processes, order management and customer support.
Support participants to identify opportunities to digitize business processes, improve record keeping, automate repetitive activities and use data to support decision-making.
Guide participants on responsible use of digital technologies, including data privacy, cybersecurity awareness, intellectual property, digital ethics and responsible use of artificial intelligence.
Facilitate practical exposure through demonstrations, technology sessions, innovation visits and engagement with relevant technology companies, digital entrepreneurs, platforms, service providers and other innovation-sector actors.
Where appropriate, leverage professional networks to expose participants to credible technology and digital-market actors and potential partners. The Consultant should facilitate access and introductions but should not guarantee investment, contracts, customers or commercial outcomes.
Provide technical and commercial mentorship to participants undertaking Applied Projects focused on digital products, technology-enabled services, e-commerce, digital transformation or other relevant innovations.
Work with the Green & Circular Economy Enterprise Facilitator to identify technology-enabled opportunities for resource efficiency, sustainability and circular business models.
Work with the Agribusiness Value Addition Facilitator to identify digital opportunities in product marketing, market access, traceability, e-commerce and value-chain coordination.
Work with the Oil & Gas Industry Innovation Facilitator to identify technology-enabled solutions relevant to oil and gas operations, services and supply chains.
Work with the Enterprise Development Facilitator to ensure digital solutions, customer segments, revenue models and commercialization strategies are reflected in participants’ enterprise plans.

5. Expected Deliverables and Timelines

The Consultant will be assessed against the following deliverables.

6. Reporting and Coordination Arrangements

The Consultant will submit agreed deliverables to the Programmes Manager and coordinate with:

the Green & Circular Economy Enterprise Facilitator on digital solutions supporting environmental sustainability, resource efficiency and circular business models;
the Agribusiness Value Addition Facilitator on digital marketing, e-commerce, product visibility, traceability and market access;
the Oil & Gas Industry Innovation Facilitator on technology-enabled solutions relevant to the oil and gas industry and its associated value chains;
the Enterprise Development Facilitator on business models, customer segments, revenue streams and commercialization strategy; and
the Enterprise Finance & Financial Education Facilitator where technology investments, pricing, digital payment systems or financial decisions have significant implications.

The Consultant retains professional autonomy over technical digital innovation methodologies within MGTC’s approved curriculum and programme standards.

7. Qualifications and Experience

Essential

Bachelor’s degree in information technology, computer science, software engineering, information systems, digital business, business administration, innovation management or a related field.
At least five years’ relevant professional experience in digital innovation, technology entrepreneurship, digital transformation, software/product development, e-commerce or a closely related field.
Demonstrated experience supporting entrepreneurs, businesses, MSMEs or organizations to develop and implement digital products, services or technology-enabled solutions.
Demonstrated experience in digital product development, innovation, prototyping, digital business models or technology commercialization.
Understanding of Uganda’s digital economy, technology ecosystem and market environment.

Desirable

Professional certification or specialist training in digital innovation, product management, UX/UI, software development, digital marketing, data analytics, artificial intelligence or related areas.
Experience working with technology startups, innovation hubs, accelerators, digital platforms or technology companies.
Experience with e-commerce, digital payments, automation, artificial intelligence or other emerging digital technologies.
Experience supporting youth, graduates or early-stage entrepreneurs.
Experience in innovation incubation, acceleration or enterprise-development programmes.
Experience supporting businesses to adopt digital tools and improve productivity.

9. Gender, Inclusion, Safeguarding and Confidentiality

The Consultant will:

Deliver enterprise-development support in a gender-responsive, non-discriminatory and disability-inclusive manner.
Recognize barriers that may affect women and other underserved groups’ access to digital technologies, devices, connectivity, finance, training and digital markets.
Promote equitable access to digital innovation opportunities, mentorship, technology networks and market linkages.
Promote accessible and user-centered approaches to digital product and service development.
Encourage responsible and ethical use of technology, data and artificial intelligence.
Promote awareness of digital privacy, cybersecurity and protection of confidential business and participant information.
Ensure technology demonstrations, field activities and other engagements meet appropriate safety and safeguarding requirements.
Comply with MGTC’s safeguarding, Code of Conduct and facilitator standards.

10. Payment and Conditions of Engagement

The Consultant will be engaged on a part-time, cohort-cycle basis, with level of effort determined by the approved Innovation Lab schedule, technology engagements and participant needs.
The consultancy fee/rate will be agreed in the final consultancy contract and paid upon submission and approval of agreed deliverables.
The Consultant is responsible for applicable tax obligations unless otherwise provided for in the consultancy contract.
No employment relationship is created by this engagement.
Materials specifically developed for MGTC may be retained, reused and adapted by MGTC for future cohorts. The Consultant retains ownership of pre-existing methodologies, tools and generic professional resources.
Renewal is not automatic and depends on programme need, performance and mutual agreement.
MGTC may update these Terms of Reference where necessary to reflect programme or operational requirements. Any material changes to scope, deliverables, level of effort or fees will be communicated and agreed with the Consultant.

11. Application Requirements

Applicants should submit:

Current CV highlighting relevant digital innovation, technology, digital product development, e-commerce and commercialization experience.
One-page statement of approach to delivering the digital innovation component.
The statement of approach must be original and personally written by the applicant, reflecting their own professional experience and reasoning. Submissions that are substantially AI-generated, generic, or not clearly grounded in the applicant’s own practice will not be considered. MGTC may request applicants to elaborate on or defend their submitted statement during shortlisting or interview.
Evidence/references from at least two relevant previous assignments.
Copies of relevant professional qualifications and certifications, where applicable.
Proposed professional fee in UGX, indicating the proposed unit of pricing (day, session, module, cohort or retainer), the applicable rate and what is included in the fee. Any additional costs or reimbursable expenses should be clearly stated separately.

MGTC reserves the right to shortlist candidates based on qualifications, relevant experience, professional standing, demonstrated technical competence, proposed approach and value for money.
