Working Hours: 40 hours per week (with flexibility to work longer when required)
Position Purpose
The Director of Finance and Administration (DFA) will be the strategic leader responsible for the overall financial health, institutional compliance, and operational sustainability of the Babies and Mothers Alive (BAMA) Foundation. Reporting directly to the Executive Director, the DFA will provide executive leadership across finance, accounting, administration, and procurement.
This role will be accountable for ensuring robust fiscal governance, strict compliance with Ugandan statutory laws and donor regulations, and the efficiency of all organizational systems. The DFA will translate complex financial and operational data into actionable insights for the Executive Director and Senior Management Team, safeguard assets, mitigate organizational risk, and ensure BAMA’s resources and infrastructure are optimally aligned to deliver high-impact programs and achieve its mission.
Key Responsibilities:
a) Strategic Financial Leadership and Planning
· Develop and drive the organization’s long-term financial strategy, sustainability models, and multi-year fiscal plans.
· Serve as the primary strategic advisor to the Executive Director and senior management on financial, operational, and organizational risk matters.
· Lead the annual organizational budgeting and long-range workforce planning processes, ensuring alignment with strategic goals.
· Provide strategic financial analysis, forecasts, and scenario modeling to guide executive decision-making and resource allocation.
b) Fiscal Governance, Compliance and Risk Management
· Establish and uphold the organization’s overarching financial, administrative, and HR policy frameworks, internal controls, and ethical standards.
· Hold ultimate responsibility for compliance with all national statutory regulations (URA, NGO Bureau, URSB, FIA) and donor requirements.
· Proactively identify, assess, and mitigate organizational-level financial, operational, and HR risks.
· Serve as the primary point of contact for all external financial and operational audits, ensuring effective implementation of corrective actions.
c) Program Financial Management and Donor Compliance
· Lead program budget development, monitoring, and pipeline analysis to ensure sound project management and donor compliance.
· Ensure the timely preparation of high-quality financial and programmatic reports for donors, reflecting partnership value and adherence to grant requirements.
· Guide and approve proposal budgeting and cost-recovery strategies to ensure full cost coverage and long-term financial resilience.
d) Treasury, Operations and Sustainability Management
· Develop and oversee the organization’s cash flow strategy, capital structure, and investment policies.
· Institute strategies to enhance operational efficiency, cost-effectiveness, and build a healthy financial reserve.
· Provide strategic oversight for efficient administrative, logistical, and procurement processes, ensuring robust internal controls.
· Oversee estates, fleet, IT services, and organizational assets to ensure a safe, conducive, and well-equipped work environment.
e) Human Capital and Institutional Systems Oversight
· Provide oversight for HR strategy and systems, ensuring they attract, retain, and develop a high-performing staff.
· Oversee the integrity of talent acquisition, performance management, compensation, and staff development frameworks.
· Ensure compliance with Ugandan labor law and best practices in employee relations, acting as the final authority on complex staff matters.
· Champion the development and implementation of integrated financial and HR systems (e.g., HRIS) that enhance data integrity and organizational efficiency.
f) Team Leadership, Capacity Building, and Representation
· Provide strategic leadership and mentorship to the finance, administration, and operational support teams.
· Foster a culture of high performance, accountability, and continuous professional growth across all units under supervision.
· Strengthen financial and operational literacy among program staff and senior management.
Core Qualifications (Required) and experience
· A Master’s degree in Accounting, Business Administration, Finance, Human Resource Management, or a related field is required.
· A professional certification (CPA or ACCA) is mandatory.
· Membership with a recognized professional body in Uganda is required.
· A minimum of 8 to 10 years of progressive experience in financial and administrative management. Proven experience managing large, complex donor-funded projects, audits, and compliance frameworks.
· At least 5 years in a senior management role, overseeing multi-functional teams.

· Direct experience with QuickBooks or similar accounting software is required. Must be knowledgeable in international development contracting policies, procedures, and multi-donor financial reporting/compliance.

· Demonstrated experience handling Ugandan labor law, statutory compliance, and donor regulations.
Essential Skills and Competencies
· Proven ability in risk management, internal control implementation, and the oversight of financial policies and procedures.
· Strong capability to prepare budgets, donor reports, and conduct complex financial analysis to inform decision-making.
· Demonstrated supervisory experience with a strong record of staff development, coaching, and mentorship.
· Skills in human resources and performance management
· Exceptional skills in strategic planning and program evaluation.
· Excellent oral and written communication skills in English are required. Must possess strong consultative, negotiation, and conflict management skills.

Monitoring, Evaluation, Accountability, and Learning Consultant

Position Purpose
The MEAL Consultant will design, implement, and oversee a comprehensive MEAL system for the Babies and Mothers Alive Foundation to ensure data-driven decision-making, adaptive management, and compliance with donor and government standards. The primary objective is to build the organization’s internal MEAL capacity, establish robust data systems aligned with government platforms, and deliver actionable insights to improve program performance and impact.
Scope of work/ deliverables
a) MEAL System Strategy and Leadership
· Develop, finalize, and implement the project’s comprehensive MEAL and Collaborating, Learning, and Adapting (CLA) framework and plan.
· Provide technical leadership to define project indicators, targets, and monitoring tools, culminating in a finalized Program Monitoring Plan (PMP).
b) Data Systems Management and Quality Assurance

Design, oversee, and maintain robust, interoperable systems for data collection, storage, quality assurance, advanced analysis, and dynamic visualization.

Ensure seamless integration of project digital systems (e.g., data warehouse) with national platforms (DHIS2, mTRAC, eLIMS, EMR).
· Conduct data verification and cleaning exercises, quality assessments, and produce reports with actionable recommendations and progress on improving RMNCAH&N data quality and use in supported facilities and districts.
c) Data Analysis, Reporting, and Knowledge Management

Lead sophisticated data analysis to evaluate program performance, cost-effectiveness, and impact, delivering actionable insights to the Senior Management Team.
· Establish a knowledge management system and produce at least six high-quality knowledge products (e.g., manuscripts, case studies, learning briefs, etc.) documenting best practices and lessons learned.

Ensure the timely production and submission of high-quality narrative and data reports for donors, government, and internal leadership.
d) Capacity Building and Technical Assistance

Conduct a capacity assessment of BAMA and partner staff and develop a tailored capacity-building plan.
· Design and deliver targeted MEAL training workshops for BAMA staff and government counterparts, focusing on data analytics, presentation, and use for decision-making.

Provide direct technical assistance to the Ministry of Health and districts to enhance data collection, analysis, interpretation, and use for decision-making.

Train and mentor the project team on MEAL tools, processes, and adaptive management principles.
e) Learning, Research, and Collaboration

Facilitate regular CLA cycles and processes (e.g., after-action reviews, pause-and-reflect sessions) to embed learning into program implementation.

Design the project’s learning agenda and oversee at least two operational research studies from protocol development to final report.

Collaborate closely with technical leads to ensure MEAL is integrated into all stages of program design, budgeting, and implementation.
Required Qualifications.

A Master’s degree in Public Health, Statistics, Epidemiology, Data Science, or a related field.

Minimum of 8 years of senior-level experience designing and leading MEAL systems for large, complex public health programs, preferably in Uganda or East Africa.

Proven experience with Ministry of Health and donor reporting requirements, results frameworks, and CLA approaches.

Demonstrated expertise in managing digital health data platforms and ensuring interoperability with national HMIS (DHIS2 proficiency is essential).

Strong track record in capacity building, mentorship, and presenting technical information to diverse audiences, including senior government officials.

Experience in designing and managing quantitative and qualitative research, evaluations, and knowledge management systems.
Skills and Competencies:
