Job Description
Applications is invited from suitably qualified Ugandans to fill the following vacant posts existing in Kotido District Local Government and Kotido Municipality some on replacement basis and others new.

Application should be submitted in triplicate on Public Service Commission (PSC) form 3 Revised (2008) for traditional civil servants and Education Service Commission (ESC) Form 3 Revised (1998) to The Secretary Kotido District Service Commission, P.O. Box 1, Kotido to be received not later than 27th May, 2026 at 5:00 pm. Applicants should attach to each of the three application form three (3) sets of Certified Photocopies of their Academic and other Professional Documents and three (3) of their recent passport size photographs and photocopies of their National Identity Card. Application should bear the Title and Reference number of the post applied for.
Applicants who are serving officers should route their applications through their Responsible Officers who should be informed of the closing date to avoid delay. Applicants should also attach copies of letter(s) of Appointment, Confirmation and Promotion if any, where applicable.

Job Title: District Planner (Principal Planner)

Reports to: Chief Administrative Officer
Responsible for:
- Senior Planner
- Population Officer
- Statistician
Job Purpose
- To develop comprehensive and integrated District Plans, and monitor and evaluate their implementation.
Key Outputs
- District development strategies, plans and budgets formulated, developed and coordinated.
- Performance standards and indicators for the district prepared and disseminated to users.
- Technical support provided to Departments in preparation and production of District Development Plans.
- Investment priorities in the District determined.
- Performance of District Development Plans programmes and projects coordinated, monitored and evaluated.
- District Management Information System maintained.
- An up-to-date bank developed and maintained.
- National and district policy appraised.
- Minutes of Technical Planning Committee produced.
Key Functions
- Formulating, developing and coordinating District development strategies, plans and budgets.
- Preparing and disseminating performance standards and indicators for the district to users.
- Providing technical support to Departments in preparation and production of District Development Plans.
- Determining District investment priorities.
- Coordinating, monitoring and evaluating performance of District Development Plans programmes and projects.
- Maintaining District Management Information System.
- Developing and maintaining an up-to-date bank.
- Appraising national and district policy.
- Producing minutes of Technical Planning Committee.
Person Specifications
Qualifications
- An Honors Bachelors Degree in Economics, Statistics and Quantitative Economics from a recognized Institution plus a minimum of a postgraduate qualification in Planning and Management from a recognized institution.
Experience
- Should have at least six (6) years of working experience as a Planner, three of which should have been at Senior Level in a public or reputable organization.
