About the Project

The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18–35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including for 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), and Action For Development (ACFODE) as a Gender and Social Inclusion partner, in partnership with the Mastercard Foundation.

Role Purpose

The Gender and Social Inclusion Officer supports the implementation and operationalization of gender, youth, disability, and social inclusion (GSI) interventions within the YEELD project at regional level.

Working closely with the Project Manager and under technical guidance from the Technical Lead – GSI, the role ensures that programme activities are inclusive, gender-responsive, safeguarding-compliant, and contextually relevant. The postholder leads field-level integration, community engagement, capacity building, and monitoring of inclusion outcomes.

Key Responsibilities

GSI Implementation & Mainstreaming
  •   Support integration of Gender and Social Inclusion (GSI) across all regional programme activities.
  •   Ensure interventions are responsive to the needs of women, youth, persons with disabilities, refugees, and marginalized groups.
  •   Apply GSI tools, guidelines, and frameworks developed at programme level.
  •   Support implementation of gender action plans, inclusion strategies, and safeguarding SOPs.
  • Contribute to periodic gender and social inclusion reviews of program activities to assess depth of mainstreaming and action corrective steps.
Community Engagement & Field Support

 

  •  Work closely with communities, producer groups, and youth structures to apply participatory and rights-based approaches to facilitate equitable voice and agency among marginalized groups .
  • Facilitate safe and meaningful participation of women and vulnerable groups in livestock value chains.
  •   Support establishment and strengthening of inclusive  youth led community structures and producer groups.
  • Conduct regular field visits to monitor inclusion practices and identify barriers.
Capacity Strengthening & Awareness

 

  • Support development of localized context sensitive training materials in collaboration with young people, communities and other consortium partners.
  •  Deliver trainings and awareness sessions on:
  •  Gender equality and empowerment
  • Safeguarding and protection
  • GBV prevention and response
  •  Disability inclusion
  •   positive masculinity and male engagement
  • Support partners and field teams to integrate GSI into their activities.
  •   Provide hands-on coaching to staff and community actors on inclusive programming.
Safeguarding & Protection

 

·       Support implementation of safeguarding policies and reporting mechanisms at regional level.

·       Promote safe, respectful, and inclusive programme participation.

·       Identify and report safeguarding risks, concerns, and incidents in line with procedures.

·       Support awareness creation on GBV prevention, protection, and referral pathways

·       Maintain accurate and confidential records of safeguarding concerns and referrals in line with data protection principles”

Monitoring and Evaluation ·       Apply participatory that enable communities — particularly women and youth — to assess their own progress and voice their experiences

·       Support collection of sex-, age-, and disability-disaggregated data.

·       Track GSI indicators and contribute to monitoring frameworks.

·       Participate in field monitoring visits to ensure compliance with GSI standards.

·       Contribute to learning reviews and reflection sessions related to the program

·       Document success stories, case studies, and lessons learned on inclusion.

·       Contribute to preparation of donor reports and programme updates.

Livestock & Value Chain Inclusion
  • Support gender analysis of livestock value chain roles, risks, and benefits
  •   Identify and document structural and social barriers preventing women and youth from accessing veterinary services, inputs, and markets under the program
  •   Support implementation of gender-responsive livestock and value chain interventions.
  • Apply inclusive programmatic approaches to Promote equitable access to:
  •   Productive assets
  • Veterinary services
  • Markets and finance

·       Ensure inclusive participation in enterprise and livelihood activities.

Stakeholder Engagement ·       Engage with district local governments, community leaders, and local actors on GSI issues.

·       Support coordination with NGOs, CSOs, and community-based organizations.

·       Participate in regional coordination forums and working groups.

Other Duties

 

·       Support cross-cutting work with other technical areas (financial inclusion, value chains, MEAL).

·       Undertake any other duties as reasonably assigned by the Project Manager or Technical Lead.

Qualifications

Essential:

  • Bachelor’s degree in Gender Studies, Social Sciences, Community Development, Development Studies, or related field.
  • Training in safeguarding, GBV prevention, or disability inclusion.

Experience and Knowledge

 Essential:

  • At least 3 years of experience in gender and social inclusion programming.
  • Experience working with community-level development programmes.
  • Experience supporting implementation of gender-responsive or inclusive interventions.
  • Basic understanding of safeguarding and protection principles.
  • Demonstrated experience applying sex-, age-, and disability-disaggregated data collection and analysis in a field setting
  • Experience working in rural or last-mile community contexts

Desirable:

  • Experience in agriculture, livestock, or rural livelihoods programming.
  • Experience working with youth, women, and vulnerable populations.

 Skills and Attributes

 Essential:

  • Strong understanding of gender, youth, and social inclusion concepts.
  • Good facilitation, training, and community engagement skills.
  • Strong interpersonal and communication skills.
  • Ability to work effectively with communities and diverse stakeholders.

  • Willingness to travel extensively within the region.

Desirable

  • Knowledge of local languages within the assigned region.
  • Basic data collection and analysis skills.
