Job Description

Applications are invited from suitably qualified Ugandans to fill the underlisted vacant positions that exist in Mbarara District Local Government on replacement basis. All applications should be received not later than 11th May, 2026 at 05:00pm.

HOW TO APPLY
MANUAL APPLICATIONS

Applicants who are to apply MANUALLY should fill the Public Service Form 3 (PSF 3, Revised 2008) in triplicate and attach CERTIFIED copies of academic documents, copy of National Identity Card, Identity Cards of schools and institutions attended, Curriculum Vitae, 3 recent colored passport size photographs and any other relevant documents deemed necessary. These applications should be addressed and hand delivered to the Secretary, District Service Commission, Mbarara. The application forms can be obtained from the District Service Commission and Chief Administrative Officers offices countrywide.

Instructions for online Application (Applicants not in Government Service)
  • Download Public Service Form 3 (PSF 3, Revised 2008), fill and upload
  • Create/have a functional email address and keep your password safe, provide valid telephone numbers.
  • Attach a scanned colored passport photograph
  • Scan and attach relevant documents as listed below:
    • Certified academic documents (UCE, UACE, Professional Certificates and transcripts of certificate courses, diplomas, degrees, masters)
    • Employment record where necessary (Appointment letters, confirmation and promotions)
    • Registration Certificates and practicing licenses for professionals who are required by law to register with professional councils/government.
    • National Identity Cards are a MUST and Institutional IDs

(b) Go to “Log-in” and click “Register now” and fill in your profile.
(c) View the jobs and select the job of choice and click “Apply”. Fill in your profile
(d) Save the application and click “Submit”.

(b) Enter username (Your employee number). Note: Applicants whose employee numbers are less than 8 digits should add zeros before the employee number to make it 8 digits.
(c) Enter your password or for staff who have never logged on to HCM, contact your Human Resource Office for help. Once logged on, go to self service – all modules – Recruitment Management – Apply for vacancy – Fill in your profile, upload documents
(d) Save the application and click “Submit”

Job Title: Head Teacher
  • Reports to: Sub County Chief
  • Salary Scale: U4
Job Purpose
  • To manage and provide technical guidance/leadership in the academic and administrative programmes to the institution.
Duties and Responsibilities
  • Prepare schemes of work/lesson plans and teach students according to the set timetable
  • Be in charge of overall administration and management of the school
  • Plan for the physical development of the school and professional development of the staff
  • Plan, organize, direct and co-ordinate the teaching programmes and activities of staff and students
  • Ensure proper planning, budgeting and accountability of school activities and resources in consultation with the Management Committee
  • Coordinate the functions of the Management Committee and account to them and the Ministry of Education and Sports
  • Initiate development projects for the school and mobilize resources for their implementation
  • Supervise and appraise all staff and employees of the institution and assess their performance
  • Prepare progress and summary reports for presentation and submission to the Management Committee and the Ministry of Education and Sports
  • Direct activities concerning student admissions, provision of supplies and welfare services
  • Participate in the implementation of Education Sector reforms related to primary education
  • Plan and chair meetings in the school
Person Specification

Qualifications

  • Minimum of a Degree in Primary Education or its equivalent from recognized Institutions
  • Must have attended at least four workshops/seminars and four short courses relevant to the profession
  • Registered with the Ministry of Education and Sports
  • Minimum of twelve years working experience, three of which should have been at Deputy Head Teacher or Principal Education Assistant level with administrative responsibilities
